New Funding Related to Tech-based Economic Development 

Hitachi Foundation
The Foundation invites applications for qualification to compete for its
Business and Communities Grants program. The effort focuses on both the
role of businesses and communities to address the conditions that
perpetuate economic isolation in America through business-community
partnerships and to strengthen the field of corporate citizenship. The
Foundation will focus on partnerships that enable economically isolated
people to retain and advance in their jobs (traditionally low-wage
positions), earn living wages, and accumulate savings and assets.

New Federal R&D Funding Opportunities 

Department of Commerce
The U.S. Census Bureau has announced its intent to release a
solicitation for research proposals under its Research and Development
2014 Contracts initiative. The R&D contracts pool identifies researcher
capable of supporting the Bureau in several research areas (some small
business set-asides, some open): Assessment, Planning and Analysis;
Statistical Analysis and Evaluation; Methodological Research; Survey
Engineering; and Data Analysis and Dissemination. Multiple awards are
anticipated. The solicitation will be available on or about Nov.19;

Department of Defense
The Armed Forces Pest Management Board invites proposals for innovative
research designed to develop new interventions for protection of
deployed military personnel from diseases caused by arthropod-borne
pathogens. The program supports development of new toxicants or the
adaptation of existing toxicants to relevant vectors; development of new
insecticide application techniques; and new personal protection systems.
The board anticipates making 3-5 awards from a total pool of $500,000
for FY09. Eligible institutions include for-profit, non-profit, public,
and private organizations in any country. A preproposal form must be

The Department of Defense Strategic Environmental Research and
Development Program (SERDP) Office has issued two announcements
interested in receiving pre-proposals for research focusing in the areas
of Environmental Restoration, Munitions Management, Sustainable
Infrastructure, and Weapons Systems and Platforms technologies.

The Space Vehicles Directorate of the Air Force Research Laboratory
announced it will be releasing a request for proposals in December in
the area of net-centric advanced software reasoning and command and
control technologies applicable to space superiority. Data sources would
include but not be limited to the orbital catalog, satellite telemetry,
environmental data, specialized sensors, and Intelligence information.
One award of up to $5.4 million over 4 years is anticipated. Only
companies in the NAICS code of 541712 with a size standard of 500 and

The Air Force Center for Engineering and the Environment has announced
that Dec. 8 is the next due date for Phase I research proposals under
its Broad Agency Announcement for Innovative Technologies and
Methodologies for Reducing Various Environmental Problems. The program
seeks technologies and methodologies to reduce environmental impacts
from current and past Air Force operations and apply to Air Force
installations worldwide. No specific funding has been reserved for this

The Air Force Materiel Command has issued a Broad Agency Announcement
inviting proposals for Network Centric Multi-INT Exploitation. The
overall technical objectives are to research innovative, disruptive
technologies and methods for the automatic and dynamic cueing and
collection of intelligence for situational awareness and assessment,
with an emphasis on Machine-to- Machine (M2M) capabilities. Four focus
areas are identified in the announcement. Total funding is approximately
$24.5M with $8 million available in FY09. Multiple awards are

The AF Materiel Command also invites proposals to manage a program of
undergraduate and graduate research at Wright Patterson Air Force Base
that supports the Materials and Manufacturing Directorate's Basic

The Office of Naval Research invites proposals for its Navigation and
Timekeeping Technology Program. In FY10, the program seeks new and
innovative navigation technologies that will provide more accurate,
reliable, maintainable and affordable systems for Naval air, surface,
subsurface, and ground platforms and forces. Multiple contract awards
are anticipated with total funding of $3 million. White papers are due

of a mobile, high throughput networking infrastructure for Naval forces.
The goal is to enable Naval forces to be able to complete all tactical
missions including platform-to-platform communications, ISR and

The Defense Advanced Research Projects Agency (DARPA) is seeking
innovative solutions that will design, build, and test a Legged Squad
Support System - a legged vehicle capable of maneuvering robustly and
nimbly among dismounted troops through complex terrain; carrying 400 lbs
of equipment as well as sufficient fuel for 24 hours operation; sensing
and negotiating terrain by autonomously selecting appropriate gaits,
planning footfalls, and following a soldier through dynamic, cluttered
environments; and operating quietly when required. Eligibility is

support the creation of a National Maternal and Child Health Data
Resource Center. The center will include data use support features, easy

State Title V programs. Total funding available for one cooperative

The National Cancer Institute invites R01/R21 research proposals to
investigate the effects of Erythropoietin (EPO) on tumor cell growth.
EPO has been used to treat anemia associated with both renal failure and
cancer chemotherapies; however, clinical trials suggest it may
accelerate tumor progression and increase mortality of cancer patients.

biomedical research. Projects should propose tools that can be used by a

The National Human Genome Research Institute has issued two requests for
U01 proposals related to the 1000 Genomes Project; one for data
processing and another for dataset analysis. The international 1000
Genomes Project is designed to produce a new high-resolution resource on
human genetic variation to support genome-wide association studies and
other studies of human disease and biology. Eligibility for both is open
only to domestic entities.

two-year awards for data processing from a total pool of $6 million over

R21/R33 phased innovation grant to conduct secondary analyses of rich
biological data sets related to substance abuse research and to advance
data and computational infrastructure relevant to the proposed analyses.
NIDA anticipates making 7-10 awards with total FY09 funding of $2
million. Support for the R21 feasibility phase can be for up to two
years and is limited to $260,000 direct costs over a two year award

Department of Justice
The National Institute of Justice (NIJ) invites proposals for research
to evaluate the effectiveness of a demonstration program that includes a
drug-testing, sanctions, and treatment protocol for chronic drug users
under criminal justice supervision in the community. The basic
principles of the program must include: (1) frequent drug testing; (2)
certain, swift, and proportionate sanctions for failed tests; and (3)
access to residential treatment, as appropriate. Eligibility is limited
to domestic entities. Total funding available is $500,000. Proposals are

Environmental Protection Agency
The EPA invites applications for collaboration with EPA in studies and
or investigation projects in support of EPA's Clean Automotive
Technology Program. These pilot projects will require using state of the
art experimental techniques in advanced engine development technology to
address one or more specific topic areas identified in the request. EPA
anticipates making up to 5 awards with a total funding pool of $1.35
million. Eligibility is limited to states, local governments,
territories, Indian Tribes, and possessions of the U.S., including the
District of Columbia, international organizations, public and private
universities and colleges, hospitals, laboratories, other public or
private nonprofit institutions. Proposals for "Engineering Excellence

silico (computational) models for developmental toxicity pathways.
Specifically, the research will facilitate the development of a
predictive capacity for estimating outcomes or risk associated with
particular toxicity processes as a result of developmental exposure to
environmental pollutants and toxicants. Total funding available for up
to 2 four-year awards is $6.4 million. Eligibility is limited to
domestic public and private nonprofit institutions/organizations

NASA has announced its interest in receiving research proposals for
Solar and Heliospheric Physics. The Solar and Heliospheric Physics
program explores research into the Solar interior; Solar photosphere;
Solar chromosphere and corona; Inner heliosphere; and Outer heliosphere
and the interstellar boundary. Eligibility is unrestricted. Up to 30
four-year awards are anticipated with total funding of approximately $4

New Foundation & Other Funding Opportunities 

Intel Foundation
The Intel Foundation invites nominations for Intel Schools of
Distinction Awards in Math and Science. This program recognizes U.S.
schools that implement innovative, replicable programs that inspire
their students and lead to positive educational outcomes in the areas of
math and science. The foundation will select 18 finalists in two
categories - mathematics and science - to receive a cash grant of
$2,500. Six winners in each of the two categories will receive a $10,000
cash grant and more than $100,000 in products and services from
sponsors. Eligibility is limited to domestic K-12 publicly funded or
nonprofit public, private, charter, and parochial schools, Department of
Defense Dependents Schools, and Bureau of Indian Affairs schools. Online

Robert Wood Johnson Foundation (RWJF)
RWJF invites proposals on a broad range of applicant-initiated research
projects related to national health reform. The foundation is interested
in projects that will increase the likelihood that the nation's health
care debate will lead to solutions and build momentum to drive federal
policymakers to act. Projects must be relevant to federal health care
reform and may include the following: evaluations of timely policy
changes; research and policy analyses that can advance the debate and
lead to solutions; development and testing of new tools, models and
policies to expand health insurance coverage; coalition building and
convening; and strategic communications to disseminate policy ideas.
Approximately $2 million will be awarded for grants that may last up to
two years in duration. Eligibility is restricted to domestic entities,
with preference given to tax-exempt 501(c)(3) nonprofit organizations.

RWJF also invites proposals in response to several research and
education programs related to improving nursing. 

*	The Interdisciplinary Nursing Quality Research Initiative seeks
to generate, disseminate and translate research to understand how nurses
contribute to and can improve the quality of care. Up to 7 two-year
grants of up to $300,000 each may be made. Eligibility is limited to
domestic interdisciplinary teams with at least one scholar from nursing
and at least one scholar from another discipline. Brief proposals are

*	The RWJF Executive Nurse Fellows program is an advanced
leadership program for nurses in senior executive roles in health
services, public health and nursing education who aspire to help lead
and shape the U.S. health care system. The three-year fellowships allow
20 participating nurses to remain in their current positions while they
gain the experiences and skills necessary to advance in executive

*	Evaluating Innovations in Nursing Education will evaluate
models, programs and innovations that expand teaching capacity or
promote faculty recruitment and retention in nursing schools. The
program aims to increase the number of nursing school graduates by
evaluating strategies that address the nurse faculty shortage and
disseminating successful strategies so they can be replicated in other
nursing education settings. Up to 9 awards of up to $300,000 each may be

*	The RWJF Nurse Faculty Scholars program is to develop the next
generation of national leaders in academic nursing through career
development awards for outstanding junior nursing faculty. The program
aims to strengthen the academic productivity and overall excellence of
nursing schools by providing mentorship, leadership training and salary
and research support to up to 15 young faculty members who are also

In another announcement, RWJF invites applications for its Clinical
Scholars program to foster the development of physicians who will lead
the transformation of Americans' health care. These future leaders will
conduct innovative research and work with communities, organizations,
practitioners and policy-makers to address issues essential to the
health and well-being of all Americans. Eligibility is limited to
physicians who are U.S. citizens or permanent residents. Up to 29
scholars will be selected in 2009 for appointments beginning in 2010;
first-year scholar stipend is no less than $55,500 per year. Proposals
