New Funding Related to Tech-based Economic Development
Department of Commerce
The Economic Development Administration invites research proposals to
conduct a study of regional innovation systems. The processes by which a
region should identify and select an innovation system designed to best
take advantage of its competitive advantages are largely unknown. The
role, if any, public policy plays in developing and maintaining regional
innovation systems in the context of regional differences is not clear.
EDA would like to begin a research program that will respond to these
needs, informing the design of policies that build and sustain
innovative regions. A single one-year grant award of up to $300,000 is
anticipated. Responses are due on Nov. 17, 2008. More information

New Federal R&D Funding Opportunities
Department of Agriculture
The Cooperative State Research, Education, and Extension Service invites
applications for its Higher Education Challenge (HEG) Grants Program to
strengthen and enhance U.S. higher education teaching and training
programs in certain topic areas within the food and agricultural
sciences. In FY09, $5.2 million will be available, with grant awards
ranging between $150,000 and $500,000. A 1:1 non-federal match is
required of recipients. Applications are due Jan. 30, 2009. Eligibility
is limited to U.S. public and private non-profit colleges and
universities offering baccalaureate or first professional degrees in the
food and agricultural sciences, land-grant colleges and universities,
and colleges having the demonstrable capacity to teach food and

Department of Defense
The U.S. Army Research Office, together with the National Security
Agency, is soliciting proposals to: (1) develop new quantum computing
algorithms for hard computational problems; (2) characterize the
efficiency of candidate quantum algorithms; and (3) develop insights
into the power of quantum computation and consider issues of quantum
complexity and computability. Multiple contract or grant awards of up to
5 years are anticipated. Eligibility is open to foreign and domestic
degree-granting universities, nonprofit organizations, or industrial

The Army has issued a pre-solicitation announcement stating it will be
requesting innovative research proposals with the goal of integrating
Autonomous Mine Detection Systems into current and future man-portable
unmanned ground vehicles. An industry day will be held Nov. 13, 2008. It

The Office of Naval Research has issued a Broad Agency Announcement
inviting basic research proposals to advance computational foundations
for information fusion. The long-term, ultimate goal is to develop
computing capabilities that automate the decision-making process in the
network information environment to support naval operations. Four
high-interest topics and five additional topics are outlined in the
announcement. Multiple grant and contract awards are anticipated from a
total five-year pool of funding of $12.5 million. Eligibility is only

The Office of Naval Research has issued a Broad Agency Announcement
soliciting technical and cost proposals for basic research in rotorcraft
technology through FY12. The office seeks proposals in the following
research thrust areas: (1) advanced aerodynamics for ship/aircraft
dynamic interface, (2) aeromechanics, and (3) structures. Technology
transfer and the partnering of this research with the U.S. rotorcraft
industry, government organizations and other academic institutions are

The Office of Air Force Materiel Command has issued a Broad Agency
Announcement soliciting proposals to conduct technology assessments to
aide Air Force Research Laboratory investment decisions within high
interest technology areas. The purpose of the Quantitative Technology
Assessment program is to continue to evolve the tools and methods to
provide the science and technology community connectivity between the
desired capabilities and the projected qualities associated with
advancements in technology. The department anticipates 2-3 awards with
an estimated total program budget of $9.8 million through FY12.

The Defense Advanced Research Projects Agency (DARPA) is soliciting
research proposals in the area of military computer network protocols.
Proposed research should investigate innovative approaches that enable
revolutionary advances over the current state of the art. Specifically
excluded is research that primarily results in evolutionary improvements

taggants. A taggant is a chemical or substance that can be easily

The Air Armament Center at Eglin Air Force Base has issued a
pre-solicitation announcement stating it will be requesting innovative
research proposals concerning air-to-ground weapons that give the
flexibility to select the type of effect a weapon will place on a
specific target. Currently there is no capability available in a single
weapon that can deliver a selectable effect from focused lethality with
very low collateral damage to high lethality on unconstrained targets of

grant applications to support projects to advance our understanding of
normal craniofacial development and the genetic and environmental
perturbations that lead to diseases and disorders. Central to this
initiative is the creation of the FaceBase Consortium to coordinate
research efforts, facilitate synergy, accomplish targeted milestones,
and accelerate progress. The institute anticipates committing $6 million
in FY09 to support 8-10 collaborative and interactive projects.

research integrity as it relates to collaborative interactions or
activities in areas that have little published data. The sponsoring
agencies are particularly interested in research focused on integrity in
collaborative research that will provide clear evidence (rates of
occurrence and impacts) of problem areas in community standards,
self-regulation, practice norms, and non-adherence to accepted codes of
conduct. The participating institutions anticipate awarding

applications addressing clinical and translational health issues in the
diagnosis and management of HIV infection and its consequences in older
persons. Areas of interest include, but are not limited to, immune
function and host defenses, response to treatment, pharmacokinetics,
pharmacodynamics, and pharmacogenomics, metabolic complications of
HIV/AIDS, neurologic complications of HIV/AIDS, neuropsychiatric
complications of HIV/AIDS, HIV-related malignancies, frailty and

The National Institute of Mental Health invites R01 grant proposals to
participate in the Biobehavioral Research Awards for Innovative New
Scientists (BRAINS) Program. The program is for individuals launching a
clinical, translational, or basic research program geared toward the
understanding, diagnosis, treatment, or prevention of mental disorders.
For this first year of the program's funding, the focus will be
neurodevelopment. In FY09, $5 million will be awarded for up to 6 new
grants. Project periods may be up to five years with total direct costs
capped at $1.625 million. Eligibility is unrestricted. Optional letters
of intent are due Jan. 5, 2009; full proposals are due Feb. 3, 2009.

Department of Homeland Security
The Science and Technology Directorate has issued a pre-solicitation
announcement for Phase I proposals under the DHS FY09 Small Business
Innovation Research (SBIR) Program. The full solicitation will be
released on Nov. 12; Phase I proposals will be accepted until Jan. 5,
2009. Seven topic areas are described in the solicitation document. Only
small businesses are eligible to compete for awards. More information
