New Federal R&D Funding Opportunities 

Department of Defense
The Army invites proposals for consortium development awards as part of
the Ovarian Cancer Research Program (OCRP). OCRP seeks to promote a
major multi-institutional research effort that focuses on identifying
and characterizing early changes of disease associated with ovarian
cancer. The consortium development award is an infrastructure
development mechanism which provides support to create a coordinating
center and establish the necessary collaborations at potential research
sites for the development of a multi-institutional ovarian cancer
research team. Two awards are anticipated in FY09 from total funding of
$500,000. The deadline for applications is Jan. 27, 2009. More

DARPA is soliciting research proposals in the area of advanced nitride
electronics to investigate revolutionary advances in nitride electronic
devices and integrated circuits resulting in their ability to operate at
very high frequencies while maintaining extremely favorable voltage
breakdown characteristics. Eligibility is unrestricted with the

In the near future, the Naval Research Laboratory will be offering a
request for proposals to acquire competencies for R&D in the diverse
area of Bio-Molecular Science and Engineering. The key theme is the
study of complex bio-molecular systems with the aim of understanding how
"nature" has approached the solution of difficult structural and sensing
problems. Persons will be required with the following skills:
biochemistry, biophysics, molecular and cell biology, analytical and
physical chemistry, surface chemistry and physics, materials science,
engineering, nanoscience and nanotechnology, computer science and
information technology, and sensor technology. A single Cost Plus Fixed

The Office of Naval Research invites proposals for development of
electrically actuated systems for future submarine platforms. Potential
benefits include construction and in-service cost reduction through
elimination of shipboard hydraulic systems and ancillary equipment.
Systems will also support future condition-based maintenance with
integrated sensors and prognostics. The Office anticipates making 3-4
contract awards worth $8 million over 4-5 years in a three-phase

Department of Energy
DOE is seeking to partner with leading venture capital firms in a
program to develop Entrepreneur in Residence projects at five of DOE's
national laboratories: Argonne National Laborator, Brookhaven National
Laboratory, Lawrence Berkeley National Laboratory, Lawrence Livermore
National Laboratory, and Pacific Northwest National Laboratory. The
projects will identify and develop business cases to commercialize
promising laboratory technology and give proven start-up entrepreneurs
the opportunity to work directly with technical management and staff at
a specified national laboratory to identify technologies that, when
commercialized in start-up companies, will contribute to DOE's mission.
Eligibility for awards is limited to venture capital firms that can
certify that they have at least $5 million in funds available for energy
efficiency and renewable energy technology investment, an overall
current fund size of at least $50 million, a proven track record of
launching successful start up businesses, and must demonstrate previous
entrepreneurial support experience. The department anticipates making 5

grant applications for Institutional Center Core Grants to Support
Neuroscience Research. Each Center will be composed of one or more

development of novel molecular imaging approaches that can detect and
image specific molecular activities in vivo and have the potential for
clinical applications. Novel molecular imaging approaches developed
through this initiative should focus on long-term translational goals
including: (1) imaging the characteristic markers and function of normal
cells in control human subjects and patients, and (2) imaging the
characteristic markers and biochemical or physiological abnormalities of

Research Career Development Program. The program consists of mentored
institutional career development programs for junior faculty who have

women's reproductive health. Letters of intent are due Feb. 27, 2009;

Department of Homeland Security
DHS has released two related solicitations inviting proposals to create
a National Center of Excellence for Food Security and the other to
recompete the National Center of Excellence for Zoonotic and Animal
Disease Defense. The latter center is currently led by Texas A&M
University; the former center appears to be new. Each center will
receive $18 million to $30 million over six years to explore its
specific topic. Eligibility is limited to public and private U.S.
accredited institutions of higher education. The deadline for each is

The National Institute of Justice invites applications for the W.E.B. Du
Bois Fellowship Program. The program seeks to advance the field of
knowledge regarding the confluence of crime, justice, and culture in
various societal contexts through 12-month fellowships of $75,000. Up to
100 awards are anticipated. Researchers from all academic disciplines
are encouraged to apply. Registration, which may take several weeks, is

NSF invites proposals in response to its Research on Gender in Science
and Engineering program, which supports efforts to understand and
address gender-based differences in science, technology, engineering,
and mathematics (STEM) education and workforce participation. This
solicitation seeks research projects to investigate gender-based factors
that impact learning and choice in STEM education and the workforce.
Approximately $5 million is expected to be available to support 15-22
grants per year having a three-year project period. Eligibility is

Enrichment or Dissemination, and Innovation through Institutional
Integration (I3). NSF anticipates making 8 to 24 for RDE projects with

the Innovation through Institutional Integration activity in both FY09
and FY10 with funding of $10 million. Each track has an individual

Arete Initiative at the University of Chicago
The Arete Initiative, a project of the University of Chicago, invites
research proposals from scholars and scientists from around the world to
explore the New Science of Virtues. The $3 million grant program will
award 20 two-year research grants ranging from $50,000 to $300,000 for
multidisciplinary research by investigators working in the humanities
and the sciences. Seven broad topic areas are identified in the web
announcement, including virtue and the sciences; virtue and evolutionary
biology/genetics; virtue and society; virtue and human development;

Black Metropolis Research Consortium
The Black Metropolis Research Consortium is currently accepting
applications for a national program of short-term fellowships in African
American Studies. The purpose of these fellowships is to support
scholars, artists, and other researchers who wish to conduct research in
member institutions' collections relating to African American and
African diasporic culture, history, and politics. Applicants must
demonstrate a need for the collections of at least one BMRC institution,
with preference given to applicants whose research will take them to at
least one other member institution as well. Eligibilty depends on
profession or interest. Stipends will be $3,000 per month. Applications

Feldstein Medical Foundation
The Feldstein Medical Foundation (FMF) is a private foundation, created
to promote and advance previously neglected areas of medical research.
FMF is particularly focused on funding: research in previously
underfunded areas; researchers seeking initial funding or junior
investigators (assistant professor level) with history of prior funding;
new or innovative research; or research where FMF grants will have the
maximum beneficial impact. Grants will be made in varied areas of
medical research, including, in order of priority: 1) Basic science; 2)
Translation/implementation studies; 3) Early clinical research; and 4)
Education. FMF will fund individual projects on an annual basis, issuing
grants with a total annual cost of up to $75,000 for up to 2 years. More

Michael J. Fox Foundation for Parkinson's Research
The Foundation has five research funding opportunities currently open,
all part of Edmond J. Safra Core Program for Parkinson Disease.
Deadlines vary. According to the Foundation Center, a total of $11

*	Rapid Response Innovation Awards supports projects with little
to no existing preliminary data, but potential to significantly impact
our understanding or treatment of Parkinson's disease. Funding decisions
made within six weeks of application receipt. Applications may be

*	Target Validation Awards support investigator-initiated
applications designed to validate the therapeutic potential of
scientific discoveries and to push them one step closer to the clinic.
Proposals are due Jan. 6, 2009.
*	The Therapeutics Development Initiative provides
industry-exclusive funding to support preclinical Parkinson's disease
research at for-profit institutions. Proposals are due Jan. 20, 2009.
*	Novel Approaches to Drug Discovery for Parkinson's Disease
provides funding to convert and further develop promising biological
targets into novel disease-modifying therapeutic strategies. Proposals
are due Feb. 10, 2009.
*	Clinical Intervention Awards provide funding to conduct novel or
critical clinical intervention trials of promising therapeutic
approaches that can significantly and fundamentally improve treatments
for PD. Ideal proposals will be those that focus on well-designed and
rigorous clinical trials testing potentially high-impact approaches.
Proposals are due Mar. 12, 2009.
