to our attention that some of our members are not following the

needed, take the necessary steps to regain compliance. If your

The Defense Advanced Research Projects Agency (DARPA) is requesting
information regarding technologies to support persistence ocean
surveillance with station-keeping buoys, in anticipation of future
investments. Of interest are component technologies that enable a
positive energy balance over an extended period and can survive variable
and extreme maritime environments; or system concepts with alternative
energy harvesting technologies that maintain a positive energy balance,
are robust enough to sustain when ocean conditions are not favorable for
an energy harvesting modality (limited solar radiation, no wind, or no

The Army is soliciting proposals for the Historically Black Colleges and
Universities and Minority Institutions (HBCUs/MIs) Program. Goals of
this program include (1) enhancing programs and capabilities in
scientific and engineering disciplines critical to the national security
functions of the Department of Defense and (2) increasing the number of
graduates, including underrepresented minorities, in the fields of
science, mathematics and/or engineering. Approximately $17 million is
expected to be available for new awards, which will be project grants or
cooperative agreements. Proposals can can request up to $125,000 per
year for three years to support research, plus up to $200,000 for the
instrumentation or equipment necessary that is necessary to carry out
the proposed research. Eligibility is open to HBCUs and MIs named in the

adaptive training technology. The promise of intelligent tutoring in the
military domain is it could provide anytime-anywhere training, which is
self-paced and customized to the needs of the trainee. Approaches are

The Army will be soliciting proposals to establish a Network Science
Collaborative Technology Alliance (NSCTA). This alliance will consist of
four components: (1) a social/cognitive networks research center, (2) an
information networks research center, (3) a communication networks
research center, and (4) an integration research center to lead,
evaluate and leverage research from the other three centers, as well as
other research entities and overall management of the NSCTA. The Army
envisions this alliance will bring together government, industrial and
academic institutions to address R&D to enable network centric

The Army will be soliciting proposals for the Prophet Spiral Enhanced
Electronic System Production and Product Improvement Program. This is a
competitive acquisition to produce, test, validate, deliver and support
the services and products associated with the Prophet Spiral Enhanced
(SE) System. The SE system provide an increase of capability over the
existing Prophet Spiral 1 Electronic Support Sensor. Approximately $866

The Department of the Navy is seeking sources for the Maritime Laser
Demonstration Program. This program is intended to assemble, integrate
and demonstrate significantly innovative and mature subsystem
technologies needed for future laser weapons systems. The systems should

threats via counter-material defeat and other targets of interest in a
ship self-defense mission role. Any award resulting from a full

The National Institutes of Allergy and Infectious Diseases (NIAID) will
be soliciting proposals for a contract to establish the Tuberculosis
(TB) Clinical Diagnostics Research Consortium. This consortium of
clinical study sites in TB-endemic countries will assess the performance
of novel, early-stage TB diagnostics in the context of existing clinical
diagnostic algorithms. Diagnostic devices, technologies and assays
eligible for evaluation must have demonstrated preliminary specificity
and sensitivity against the target organism(s) and must be available as
at least a quality-assured prototype diagnostic device, assay or test.
The contract is expected to have a seven-year project period.

The National Institute of Mental Health (NIMH) invites U19 applications
for the Integrated Preclinical/Clinical Program. This program supports
drug development efforts focused on new targets, particularly those
targets that may have immunomodulatory, neurobehavioral and/or
neuroprotective actions in the context of HIV infection. At least three
interrelated research projects and an administrative core must be
proposed. Up to $3 million in FY 2009 funding is expected to be
available for 1-2 awards having a project period of up to five years.
Applicants proposing exclusively preclinical research throughout the
five-year term may request a budget for direct costs of up to $675,000
for the first year. Applicants proposing the use of large animals (e.g.,
non human primates) may request up to $800,000 in direct costs in any
year that such large animals will be needed. For applicants proposing
clinical studies, up to $1.3 million in direct costs may be requested in
any year in which clinical studies are being conducted. Eligibility is
unrestricted; however, foreign institutions may only enter into a
consortium with a domestic institution serving as the primary applicant
for one of the proposed research projects or scientific cores. Optional
letters of intent are due Aug. 12, 2008; applications are due Sept. 12,

NIMH also invites P50 applications for Silvio O. Conte Centers for Basic
and Translational Mental Health Research. These centers are intended to
support interdisciplinary teams of researchers engaging in integrative,
novel and creative experimental approaches to address high-risk,
high-impact questions that will significantly advance the state of the
science in brain and behavioral research relevant to mental health.
Applicants may request a project period of up to five years. Total costs
are limited to $2.15 million per year if the program's optional training
component is proposed; otherwise, they are limited to $2 million per
year. Eligibility is open to domestic institutions of higher education,
for-profit organizations other than small businesses, nonprofit
organizations, and state and Indian tribal governments. Optional letters
of intent are due Aug. 25, 2008; applications are due Sept. 23, 2008.

The National Institute on Neurological Disorders and Stroke (NINDS)
invites R25 applications for funding to support research education
programs for residents and fellows in neurology and neurosurgery. These
programs are designed to ensure that highly trained scientists will make
future advances that lead to a reduction in the burden of neurological
disease. Under the programs, medical residents and fellows are able to
participate in an intensive 9-24 months of mentored research education
experience during residency and fellowship years. Principal
investigators should be established investigators in the scientific area
in which the application is targeted and capable of providing both
administrative and scientific leadership to the development and
implementation of the proposed research education program. Principal
investigators also must hold a health professional degree (e.g., M.D.,
or equivalent), have an appointment in a neurology or neurosurgery
department, have clearly demonstrated outstanding training/mentoring
credentials in research, and have a strong, recent history of NIH
funding. Up to $1.5 million in FY 2009 funding is expected to be
available for 5-15 awards having a project period of up to five years.
Only domestic organizations with an accredited medical school that have
a scientific and/or educational mission are eligible to submit

NINDS also invites K12 applications for the Neurological Sciences
Academic Development Award. The purpose of this award is to facilitate
and support the career development of pediatric neurologists who have
made a commitment to independent research careers. The award provides
support for up to three years of supervised study and research for
clinically trained professionals who have the potential to develop into
productive, clinical investigators. The maximum allowable salary per
scholar is $85,000 per year, and the maximum allowable research costs
are $30,000 per year. Scholar candidates must be U.S. citizens or
non-citizen nationals, or individuals lawfully admitted for permanent
residence, who (1) hold a medical degree, (2) are licensed to practice
medicine in the U.S. and have been trained in pediatric neurology, and
(3) can commit at least 75 percent of full-time professional effort
conducting research, career development and/or research-related
activities. Each scholar selected for award must have a primary mentor
who is recognized as an accomplished investigator, is actively involved
in basic or clinical research, and has a successful record of providing
the type of training required under this award. Domestic institutions of
higher education, for-profit organizations other than small businesses,
nonprofit organizations, and minority-serving institutions are eligible
to serve as applicant institutions or organizations. The application
submission deadline is Oct. 12, 2008 for new applications and Nov. 12,

Department of Transportation
The Research Innovative and Technology Administration is soliciting
white papers for the Commercial Remote Sensing and Spatial Information
Technology Applications Program. This program seeks to develop more
efficient methods, processes and services for transportation
infrastructure development and construction. Awards will be
competitively selected from consortia teams of university research
centers working in partnership with industry and state agencies.
Approximately $7.5 million is expected to be available for one or more
awards having a project period of up two years and a cost-sharing
requirement of at least 50 percent. At the level of the prime offeror,
only universities are eligible. Proposed subrecipients may be any kind

NASA
NASA is soliciting proposals to develop a prototype helmet-mounted
display (HMD) system with design aspects not found in existing HMD
systems. The system is expected to include electronics to receive
standard video interfaces and drive the display source, plus all optics
needed to deliver the image to the user. One contract award having a
one-year project period is anticipated. Eligibility is unrestricted.

NASA is seeking sources capable of providing electrostatically and
electromagnetically clean solar array panels, in support of the
Magnetospheric Multi-Scale (MMS) Project. The MMS design will consist of
four identical spacecraft that will fly in a tetrahedron formation in a
science region of interest. The MMS spacecraft are spinners, each with
eight body-mounted solar panels. Information received from responses to
this notice will, in part, be incorporated into the MMS Observatory

Control (TVC) Prototype Risk Reduction System requirement. This includes
the design, development and construction of a prototype electric TVC
system that will address the technical feasibility of an electric design

The National Academies
The Transportation Research Board is soliciting proposals for
development of a continuous deflection device under the the second
Strategic Highway Research Program. The objective of this project is to
critically assess the potential of existing continuous deflection
devices as a practical and cost-effective tool for use in the
development of optimum pavement rehabilitation strategies on rapid

community; and (3) deepen the understanding of the social and behavioral

2009 and FY 2010. This solicitation covers programs that cut across all
three divisions in computer and information science and engineering
(CISE) and seeks proposals that are scientifically timely and that
benefit from the intellectual contributions of researchers with
expertise in a number of computing fields and/or subfields. The
cross-cutting programs for FY 2009 and 2010 are data-intensive
computing; network science and engineering; and trustworthy computing.
Approximately $75 million is expected to be available annually over
fiscal years 2009-10 to support 80-110 grants. Eligible are U.S.
colleges and universities acting on behalf of their faculty members and
nonprofit, nonacademic organizations, including independent museums,

NSF is soliciting proposals for the Graduate Research Fellowship
Program. This program awards fellowships for graduate study leading to
research-based master's or doctoral degrees in the science, technology,
engineering and mathematics (STEM) fields supported by NSF. The program
is intended for students who are at the early stages of their graduate
study. Up to $64.8 million in FY 2009 funding is expected to be
available for 900 to 1,600 awards. The stipend level is $30,000 for a
12-month tenure period, prorated monthly at $2,500 for shorter periods
as approved by NSF. The cost of education allowance is $10,500 per
tenure year. Fellows also are allowed an additional one-time $1,000
international research travel allowance. All awards will be for a
maximum of three years, usable over a five-year period. Eligible are
U.S. citizens or permanent residents of the U.S. who have completed no
more than 12 months of full-time graduate study. Applicants must
affiliate with an accredited U.S. university, college or nonprofit
academic institution or appropriate international institution of higher
education offering advanced degrees in STEM prior to activating a

Preservation and Access Network Partners program. This program seeks to
create a set of exemplar national and global data research

cyberinfrastructure, computer and information sciences, and domain

Best Buy invites applications for its Teach Award program. This program
recognizes creative uses of interactive technology in K-12 classrooms.
Winning projects focus on kids using technology to learn standards-based
curriculum, rather than on teaching students to use technology or
educators using technology that children aren't able to use hands-on.
The goal is to reward schools for the successful interactive programs
they have launched using available technology. This year, $2 million

New F&A Schedule (Pending Federal approval)

 

Effective April 1, 2008, all newly submitted proposals must include the
correct F&A rate(s) for the appropriate year(s), including multi-year
proposals. The Clemson F&A agreement, effective March 5, 2007, includes
an increase of one-half percent each year for the next two years for
On-campus Organized Research. The negotiated rate for FY 07/08 is 47.5%,
FY 08/09 is 48%, and FY 09/10 is 48.5%. The 48.5% rate should be used
for fiscal years after FY10 until we have a new rate agreement.
