It has been over a year since the SSTI Weekly Funding Supplement became
a members-only publication. We hope our membership finds great value in
the publication for yourself and your constituents. It has been brought
to our attention that some of our members are not following the
redistribution guidelines. Please read the guidelines below and, if
needed, take the necessary steps to regain compliance. If your
organization is not in compliance, SSTI will discontinue your Funding
Supplement subscription.
The following guidelines apply:
* Under no circumstances should the Funding Supplement be placed
on a website accessible to the general public.
* If the Funding Supplement is redistributed, SSTI should be
included in that distribution list. Please include skinner at ssti.org in
the list.
* Recipients of the Funding Supplement may only post back-issues
on internal/password-protected sites - with prior permission from SSTI.

Federal Funding Opportunities
Department of Defense
The Defense Logistics Agency (DLA) is soliciting proposals for the
Customer Driven Uniform Manufacture (CDUM) program. This program is made
up of CDUM Partners who engage in R&D projects under the guidance of the
DLA CDUM Program Manager and the Joint Working Group. The emphasis is on
improving all segments of the clothing and individual equipment supply
chain. Approximately $4 million is expected to be available annually
over fiscal years 2009-15 to support partner contract awards having a
project period of up to five years. New partners are eligible to receive
$15,000 per calendar year for authorized travel and related costs to
attend and actively participate in CDUM workshops and other
government-sponsored meetings. Eligibility is unrestricted. Proposals

The Department of the Air Force is seeking sources capable of performing
research on advanced nondestructive evaluation (NDE) methods for
materials, processes and structures. This is envisioned as a five-year,
$60 million program to perform research on NDE methods within the NDE
Laboratory Facilities at Wright-Patterson Air Force Base. Some of the
materials that will be the subject of NDE research include the following
materials and their associated composites: aluminum alloys; magnesium
alloys; titanium alloys; nickel alloys; steels; refractory metals;
advanced intermetallic compounds; niobium alloys; ceramics - monolithic;
high-temperature structural ceramics based on oxides, nitrides,
silicides, carbides, and borides; nanocrystalline and/or multi-layered
component systems of metallics, intermetallics, and ceramics, organic
materials; structural and nonstructural polymers as well as functionally
graded materials, electronic materials, sensor materials, coatings and
paint materials. No awards will be made for responses, which are due

The Department of the Army is seeking sources for an omnibus contract to
provide the Tank-Automotive Research, Design, and Engineering Center
with additional resources to augment its in-house capability across the
entire product lifecycle. Support is sought in the areas of systems
integration, systems engineering, technology insertion, corrective
action, technology innovations, demonstrations, and maturations for
platforms, complex systems and components. Multiple task order contracts
are expected to result from a full solicitation, once released.

The Army is soliciting proposals for the Coherent Superconducting Qubits
Program. This program seeks to increase fundamental understanding into
defects in superconducting qubits; develop means to characterize these
defects, as well as advanced materials, constructions and fabrication
methods to eliminate them; and subsequently demonstrate substantially
extended coherence times in superconducting qubits fabricated from the
foregoing developments. Approximtely $42 million over five years is
expected to be available for awards. Eligible are educational
institutions, nonprofit organizations,
and public or private organizations. White papers are strongly

The Department of the Navy will be soliciting proposals for a follow-on
contract to provide space science research, development, and engineering
support. This includes advanced thermal, mechanism, optical,

Department of Energy (DOE)
DOE invites applications for pre-combustion carbon dioxide (CO2) capture
and separation technologies that can meet the potential CO2 management
needs of future coal-based Integration Gasification Combined
Cycle-Carbon Capture and Storage integrated power production plants.
This solicitation has four areas of interest: (1) high-temperature,
high-pressure membranes, (2) high-efficiency solvents, (3) solid
sorbents with commercially relevant separation capacity and regenerable
and (4) advanced separation devices for separating CO2 or hydrogen from
shifted syngas and novel approaches for pre-combustion removal and
capture of the carbon content of fuels for storage, other than topic
areas 1, 2 and 3. Approximately $24 million is expected to be available
for 14-26 cooperative agreement awards having a project period of up to
four years and a cost-sharing requirement of at least 20 percent. Awards
ranging from $200,000 to $2 million may be made. All types of domestic
entities are eligible to apply, except other federal agencies, Federally
Funded Research and Development Center contractors, and nonprofit
organizations described in section 501(c)(4) of the Internal Revenue
Code of 1986 that engaged in lobbying activities after Dec. 31, 1995.

Department of Health and Human Services
The Agency for Healthcare Research and Quality is requesting information
regarding the Innovations Portfolio, a new resource whose goal is to
identify and support research that has the potential to accelerate
improvements in the organization, delivery and management of healthcare.
The Innovations Portfolio will be focused on creating resources and
opportunity for exploration and discovery, including identifying and
supporting research that has the potential for high impact. Ideas are
sought for topics to be supported by the Innovations Portfolio and
specific strategies to foster innovative approaches and programs.

Department of Homeland Security (DHS)
DHS is seeking sources capable of further developing Coherent X-Ray
Scattering (CXS) technology as a reliable method for identifying and/or
detecting explosives in airport baggage. CXS is a high-interest research
project being coordinated with the Transportation Security
Administration's Chief Technology Office, in conjunction with other
Explosives Division R&D activities. No awards will be made for

Department of the Interior
The U.S. Geological Survey (USGS) invites applications for the National
Land Remote Sensing Education, Outreach and Research Program. This
program seeks to develop a U.S. national consortium that can receive,
process and archive remotely sensed data for the purpose of providing
access to university and state organizations in a ready-to-use form. The
program also aims to expand the science of remote sensing through
education, research/applications development and outreach in areas such
as environmental monitoring, climate change research, natural resource
management and disaster analysis. Approximately $960,000 in first-year
funding is expected to be available for one award having a project
period of up to five years. Only nonprofit organizations, educational
institutions, or state, local or Indian tribal governments are eligible

Research Program. This program solicits research proposals that will (1)
improve the agency's assessment for concealed mineral resources in
general or (2) contribute to accurate and comprehensive mineral deposit
or mineral environmental models for deposit types, known or expected to
be found in the U.S., that are important sources of a number of
commodities identified in the solicitation. Approximately $250,000 in FY
2009 is expected to be available for 3-5 awards having a project period
of up to two years. Eligible are individuals who may be affiliated with

The Treasury Department invites applications for its FY 2009 Community
Development Financial Institutions (CDFI) Program. This program uses
federal resources to support financial and technical assistance awards
that ultimately promote economic development, including job creation and
business development. Awards are made to CDFIs who, in turn, serve
low-income people and communities lacking adequate access to affordable
financial products and services. Approximately $54 million is expected
to be available for awards, which are made in the form of equity
investments, loans, deposits or grants. Awards must be matched on at

National Science Foundation (NSF)
NSF is soliciting proposals for the Experimental Program to Stimulate
Competitive Research (EPSCoR) Research Infrastructure Improvement
Program. Through this program's Track-2 component, awards are made to
consortia of EPSCoR jurisdictions to support innovation-enabling
cyberinfrastructure of regional, thematic or technological importance.
Successful proposals must describe a clear, comprehensive and integrated
cyberinfrastructure vision to drive discovery and provide collective
solutions to cyberinfrastructure challenges of regional and national
importance. Proposals also must describe how robust, reliable
environments, capabilities and capacities will be provided to deliver
long-term value across science and engineering disciplines. Up to $12
million in FY 2009 funding is expected to be available for six awards
having a project period of up to three years and a cost-sharing
requirement of 50 percent. Awards of up to $2 million per year may be
made. Eligibility is restricted to jurisdictions that historically have
received lesser amounts of NSF R&D funding. Twenty-five states, the
Commonwealth of Puerto Rico and the U.S. Virgin Islands currently

NSF is soliciting proposals for research about the Arctic. Arctic
research includes field and modeling studies and data analysis. The goal
is to gain a better understanding of the earth's physical, biological,
geological, chemical, social and cultural processes, and the
interactions of ocean, land, atmosphere, biological and human systems in
the Arctic. Approximately $16 million is expected to be available
annually to support 40 grants or cooperative agreement awards per year.

NSF is soliciting proposals for the Proactive Recruitment in
Introductory Science and Mathematics program. This program seeks to
strengthen the nation's scientific competitiveness by increasing the
numbers of well-prepared, successful U.S. undergraduate majors and
minors in science and mathematics. The program will fund innovative,
potentially transformational partnerships between the mathematical
sciences and other science or engineering disciplines that widen the
cross section of the mathematical sciences to which freshman and
sophomore students are exposed and that provide these students increased
opportunities for research experiences involving the mathematical
sciences. Approximately $4 million is expected to be available for 3-8
grants ranging from $100,000 to $600,000 per year. Only U.S. colleges
and universities acting on behalf of their faculty members are eligible
to submit proposals, which are due Feb. 16, 2009. For more information,
