[Webnucleo] ANNOUNCE: libnucnet 0.19 is now publicly available

Release 0.19 of Webnucleo's libnucnet Module is now publicly available.
Libnucnet is a library of codes for storing and managing nuclear reaction
networks (that is, collections of nuclei and reactions among them). The
module is available at this location:

  Below are the recent updates to the module:

        New:

        Debugging is now turned on by compiling with the environment
variable WN_DEBUG set.

        API routines to copy all net views from one zone to another and to
clear all net views in a zone have been added.

        An API routine to clear rate values from a zone's rate hash has
been added.

        Fix:

        The example print_rates now returns 1 for correct iteration of
reactions (fixes libnucnet:tickets:bug:#6).

        Documentation and technical report typos have been fixed.
