[Webnucleo] ANNOUNCE: libnuceq version 0.3 now available

Release 0.3 of Webnucleo's libnuceq module is now publicly available. 
libnuceq is a library of codes for computing arbitrary nuclear statistical
equilibria relevant for nucleosynthesis.

  Below are the recent updates to the module:

        New:

        It is now possible to include a correction function to the WSE
relation among neutrons, protons, and leptons.

        New examples demonstrate the WSE correction function.
