ANNOUNCE: Three Phase ISM Tool 0.4 released

Release 0.4 of Webnucleo's online Three Phase ISM Tool is now
publicly available.  This tool allows an internet user to explore
the distribution of radioactive nuclei in the interstellar medium. This
release supersedes all other previously released versions.

The downloadable IDL distribution now contains the
GNU General Public License (GPL) documentation.
