Department of Agriculture
The Cooperative State Research, Education, and Extension Service invites
proposals for the competitive grants program of the Agriculture and Food
Research Initiative. AFRI is competitive grant program to provide
funding for fundamental and applied research, extension, and education
to address food and agricultural sciences. USDA has up to $191 million
available in FY09 for awards. Maximum award size is $4 million. More

Department of Commerce
The National Oceanic and Atmospheric Administration invites proposals
for the Dr. Nancy Foster Scholarship Program, which provides support for
independent graduate-level studies in oceanography, marine biology or
maritime archaeology (including all science, engineering, and resource
management of ocean and coastal areas), particularly to women and
minorities. Individuals who have been accepted to a graduate program and
are U.S. citizens may apply. Ten awards may be made with total funding

NIST invites proposals for the Precision Measurements Grants Program to
support significant research in the field of fundamental measurement or
the determination of fundamental constants. There is some latitude in
research topics that will be considered. The key requirement is that the
proposed project is consistent with NIST's ongoing work in the field of
basic measurement science. NIST anticipates making two awards for up to

Department of Defense
The Office of Naval Research (ONR) invites white papers for research
efforts that shall develop and demonstrate technologies for the next
generation components and systems in Electronic Warfare. Although white
papers addressing any truly innovative EW S&T will be considered, the
primary emphasis of this BAA is on technologies to detect and defeat
Imaging Infrared and Multi-Mode Threats. Responses are due May 12, 2009.

The Biomedical and Biological Division of the Warfighter Performance
Department at ONR invites white papers for research in prevention and
treatment of noise-induced hearing loss. Noise-induced hearing loss
(NIHL) and tinnitus are currently the largest areas of compensation by
the Veterans Administration, and both greatly affect U.S. service
members. Five research areas are identified in the announcement. Awards
are likely to range between $250,000 and $500,000. Eligibility is open
to academia and industry. FFRDCs may not be the lead on a proposal

The National Geospatial-Intelligence Agency invites proposals for the
FY09 competition for the Intelligence Community Center of Academic
Excellence (IC CAE) Program. The primary focus of this effort is to
enhance the capabilities of U.S. IC CAE schools to perform research with
the objective of enhancing critical expertise in cultural, diverse
regional and geographic understanding, foreign language proficiency,
science, technology and engineering areas critical to the IC's mission.
Typically each award will be for a period of two years up to $6.5

agreement proposals for virologic evaluation of the modes of influenza
virus transmission among humans. Of primary interest is assessing the
risk of influenza transmission from human to human during the period of
asymptomatic infection. In all, three specific required tasks and an
optional task are outlined in the announcement. One award for up to $7

reduce HIV-related risk behaviors (e.g., sex or drug injection
behaviors) or new HIV or STD diagnoses. Up to four awards may be made

The CDC invites proposals to support up to two "Demonstration Projects
of Elective Adult Male Circumcision Conducted in Sexually Transmitted
Disease Clinics in the United States." Elective male circumcision has
been demonstrated to be an effective intervention in reducing the risk
of male acquisition of HIV through penile-vaginal sex in populations
with high heterosexual HIV incidence. Total program funding is $155,000.

The National Institute on Drug Abuse has issued a presolicitation
announcement indicating it will be inviting proposals from organizations
capable of having in-house capability to develop methodologies and to
perform in vivo rodent behavioral pharmacology for cocaine and other

models. One five-year contract will be awarded. The Request for

Institutional Clinical and Translational Science Award (CTSA). The CTSA
initiative assists institutions to create an integrated academic home
for Clinical and Translational Science that has the resources to train
and advance multi- and inter-disciplinary investigators and research
teams with access to innovative research tools and information
technologies that apply new knowledge and techniques to patient care.
Total FY10 funding of $20 million is intended to support up to four new

The National Institute of Mental Health, in collaboration with the U.S.
Army invites U01 cooperative agreement proposals to collaborative study
suicidality and mental health in the Army. The overall objective of this
research is to evaluate multiple determinants of suicide-related events,
including potentially protective mechanisms, with the intent of
informing the development of effective strategies for mitigating suicide
risk and enhancing the resilience of Army personnel across all phases of
Army service. Only one award worth up to $10 million is anticipated in
FY09. Total five-year costs may not exceed $50 million. Eligibility is

The National Cancer Institute (NCI) invites U24 cooperative agreement
proposals to establish Genome Characterization Centers and Genome Data
Analysis Centers for the Cancer Genome Atlas Research Network. The goal
is to provide genome-wide catalogs of genomic alterations in 20-25
different types of human cancer that could be used to identify and
accelerate the development of new diagnostic and prognostic markers, new
targets for pharmaceutical interventions, and new cancer prevention and
treatment strategies. Up to $18 million in FY09 is to be available for

Environmental Protection Agency

recovery and use as a clean energy source, and support the goals of the

Start-Up Grants program. Projects may involve research that brings new

Nuclear Regulatory Commission
The NRC invites applications for undergraduate and graduate fellowships
in nuclear science, engineering, and related disciplines to develop a
workforce capable of supporting the design, construction, operation, and
regulation of nuclear facilities and the safe handling of nuclear
materials. NRC requires scholarship and fellowship students to serve 6
months in nuclear-related employment for each full or partial year of
academic support. Awards may range between $50,000 and $400,000.
Eligibility is limited to regionally accredited U.S. public and private

New Funding Opportunities from Foundations 

National Energy Foundation
The National Energy Foundation invites applications for the 8th annual
Igniting Creative Energy awards, which recognizes creative suggestions
by K-12 students on what individuals can do to make a difference toward
wise energy use and environmental stewardship. The contest is open to
all K-12 students in the U.S. and Canada with the exception of the
Province of Quebec. The highest scoring student in each state and
province receives $1,000 U.S. Three students and one teacher will win a
trip for two to Washington D.C. to participate in the National Energy
Efficiency Forum June 15-16, 2009, where they will share their ideas
with energy and government leaders. Teachers are recognized for the
quality of the applications submitted by their students. The deadline
