New Federal R&D Funding Opportunities 

Department of Defense

DARPA is soliciting proposals for revolutionary research ideas in the
areas of materials, devices, circuits, and mathematics that are not
being addressed by ongoing Microsystems Technology Office (MTO)
programs. This Broad Agency Announcement is primarily intended for
early-stage research that will lead to larger, focused, MTO programs in
the future. Multiple awards are anticipated. Eligibility is

DARPA has issued a request for information on novel research ideas and
approaches to detect small electric fields over large frequency ranges
using a compact detector. Specifically, DARPA and MTO are interested in
electric field detection systems that have both high sensitivity and
large frequency response in a small form factor. No funding has been

DARPA invites proposals for R&D in the areas of physical sciences,
engineering, and mathematics under the Young Faculty Award program. This
program provides high-impact funding to rising stars early in their
careers in order to develop their research ideas in the context of DoD
needs. High-risk/high-payoff ideas are strongly encouraged. Multiple
awards of up to $300,000 each are anticipated. Eligibility is restricted
to untenured Assistant or Associate Professors within six years of
appointment to a tenure-track position at a U.S. institution of higher

Department of Education

The Office of Special Education and Rehabilitative Services invites
grant applications within two priority areas under the Disability and
Rehabilitation Research Projects and Centers Program. A total of two
awards are anticipated in FY09 under the following program areas: 

*	Research and Technical Assistance Center on Vocational
Rehabilitation Program Management. The office anticipates making one
award of up to $1.5 million.
*	Center on the Effective Delivery of Rehabilitation Technology by
State Vocational Rehabilitation Agencies to Improve Employment Outcomes.

Department of Energy 

The National Energy Technology Laboratory invites applications for a
range of commercial technology deployment and educational activities
under the Clean Cities Transportation Sector Petroleum Reduction
Technologies Program. It is strongly encouraged that teams include one
or more Clean Cities coalition coordinators (and also it is recommended
they include state organizations, fuel suppliers, auto dealerships,
petroleum retailers, public or private fleets, etc.) so that an
effective partnership is built to carry out the work. Three specific

Technologies Program. Specifically sought are projects to address wind
development technical challenges as well as market acceptance barriers

quality of life for populations with a higher disease burden. NCI has

onset or progression of type 1 diabetes as part of the TrialNet clinical
research network. NIDDK intends to commit approximately $5.4 million per
year to make approximately 14 awards for up to 5 years each. The range
of expected direct costs for individual awards is between $250,000 and

methodologies for natural products chemistry. The long-term goal is to
reinvigorate the investigation of nature as a prolific source of
bioactive small molecules with the potential to probe the roles of a
wide range of proteins in cellular processes, and/or be developed into
new drugs. NIH intends to commit up to $1.4 million to support 3-4

MD/PhD program and (b) current medical or graduate students seeking

Three institutes jointly invite P50 grant applications to establish
Specialized Programs of Research Excellence (SPOREs) in organ-specific
cancers. The announcement targets applicant institutions with
demonstrated ability to conduct translational research in the
prevention, etiology, screening, diagnosis, and/or treatment of human
cancer. Required components of a SPORE grant application include a
minimum of four translational research projects, one or more cores, and

Department of Transportation

The National Cooperative Highway Research Program has issued a
"Validating an Endurance Limit for HMA Pavements: Laboratory Experiment
and Algorithm Development", a request for proposals to identify the
mixture and pavement layer design features related to an endurance limit
for bottom-initiated fatigue cracking of hot-mix asphalt and to develop
an algorithm to incorporate this endurance limit into the
mechanistic-empirical pavement design guide and other selected pavement
design methods. Total project funding is anticipated to be $750,000.
