[Webnucleo] ANNOUNCE: libnuceq version 0.5 now available

[Announce list for the Webnucleo project.]

Release 0.5 of Webnucleo's libnuceq module is now publicly available.
libnuceq is a library of codes for computing arbitrary nuclear
statistical equilibria relevant for nucleosynthesis.

Below are the recent updates to the module:

        New:

        A routine to copy the clusters from one equilibrium to another
