[Webnucleo] ANNOUNCE: libnuceq version 0.4 now available

Release 0.4 of Webnucleo's libnuceq module is now publicly available. 
libnuceq is a library of codes for computing arbitrary nuclear statistical
equilibria relevant for nucleosynthesis.

  Below are the recent updates to the module:

        New:

        The sourceforge web site for this project now uses Allura.

        A routine to retrieve the number of clusters in an equilibrium has
been added to the API.

        Fix:

        The examples Makefile has been cleaned up.

        The code now uses extern "C" for C++ compilers.
