[Webnucleo] ANNOUNCE: libnucnet 0.15 is now publicly available

Release 0.15 of Webnucleo's libnucnet Module is now publicly available.
Libnucnet is a library of codes for storing and managing nuclear reaction
networks (that is, collections of nuclei and reactions among them). The
module is available at this location:

  Below are the recent updates to the module:

        New:

        New API routines allow the user to output species names and reaction
        strings in latex format.  New examples demonstrate these routines.

        Internal:

        Matrix and flow vector routines now use abundance vectors instead of
        individual hash lookups for a small speed up in execution.
