[Webnucleo] ANNOUNCE: Liblvls 0.5 Released

[Announce list for the Webnucleo project.]

Release 0.5 of Webnucleo's liblvls Module is now publicly available.

The codes contained in this module allow the user to store and manage
level data for quantum systems such as atoms, molecules and nuclei.
