[Webnucleo] ANNOUNCE: libnucnet 0.11 is now publicly available

Release 0.11 of Webnucleo's libnucnet Module is now publicly available.
Libnucnet is a library of codes for storing and managing nuclear reaction
networks (that is, collections of nuclei and reactions among them). The
module is available at this location:

  Below are the recent updates to the module:

        New:

        A new API routine Libnucnet__updateZoneXmlMassFractionFormat() now
permits the user to choose the format code for output of zone mass
fractions to an xml file.  An example has been modified to
illustrate this new routine.

        A new API routine Libnucnet__Zone__addCopyOfNetView() allows the
user to copy an existing NetView to a zone.  An example has been
modified to illustrate the use of this routine.

        A new example shows how to update a reaction xml file with a
second reaction xml file and output the result to a new xml file.
