[Webnucleo] ANNOUNCE: wn_two_level version 0.1 now available

Release 0.1 of Webnucleo's wn_two_level module is now publicly available. 
wn_two_level is a library of codes for reducing a multi-level quantum
system to a two level system.  This is the initial public release of this
module.
