[Webnucleo] ANNOUNCE: libnuceq version 0.1 now available

[Announce list for the Webnucleo project.]

Release 0.1 of Webnucleo's libnuceq module is now publicly available. 
libnuceq is a library of codes for computing arbitrary nuclear statistical
equilibria relevant for nucleosynthesis.  This is the initial public
release of this module.
