[Webnucleo] Sparse Matrix Tool 0.1 Public Release

Release 0.1 of Webnucleo's online Sparse Matrix Tool is now publicly 
available.  The Sparse Matrix tool allows the user to view sparse matrices 
and output the data in various sparse formats. This is the initial public 
release of this tool.
