[Panda-webmaster] ByLaws and Compendium of Practices

Hi Peter,

I attach a word document of the ByLaws and Compendium of Practices.  It
includes the amendment approved at the April 26, 2011 Faculty Meeting.

I cc these to panda-webmaster with the idea that the ByLaws and/or
Compendium be placed on the Department web site.  I assume these are
public documents so that it wouldn't be inappropriate for them to be on
the web.  This issue could be an agenda item for the next Faculty Meeting,
though I would suggest there be a discussion ahead of time on
panda-faculty.
