CAOE Research Grant Program Overview
The Center for Accelerating Operational Efficiency (CAOE), a Department of Homeland Security (DHS) Center of Excellence, is seeking full proposals describing research ideas intended to address issues/challenges that CAOE, DHS, or its federal partners have posed (see page 4 of the CAOE Broad RFP 2024 for those provided for this competition). The purpose of the proposal is to convey the essential problem area within the four themes listed below and relevant to one or more DHS component agencies, demonstrate knowledge of prior art, identify a knowledge/capability gap, and propose a solution approach. CAOE leadership and DHS sponsors will review proposal submissions to identify those for which funding will be considered. A formal review process including evaluation of scientific merit and relevance to the Homeland Security Enterprise (HSE) will be conducted. Proposers must be educational institutions but may include collaboration with federal laboratories, industry and nonprofit organizations to create transdisciplinary research.
The CAOE focus includes the following Research Theme Areas:
1. Economic Analysis: Analysis of Consequences and Costs of Homeland Security Threats and Hazards; analyses of the Benefit for Addressing Homeland Security Threats and Hazards; developing Economic and Decision Models of Terrorist Organizations; Experimental Economics
2. Data Analytics: Big Data Management; Data Integrity and Security; Privacy and Ethics in Analytics; Data Visualization; Data Fusion and Integration; Predictive Analytics
3. Operations Research and Systems Analysis: Optimizing Homeland Security Operations and Resource Allocation; Network Analysis and Optimization; Game Theory; Decision Analysis; Probabilistic Analysis, Innovative Simulation Modeling
4. Risk Sciences and Risk Analysis: Risk Analysis and Risk Management; Risk Perception and Communication; and Management of Risk from Intelligent, Adaptive Adversaries
About the Center for Operational Efficiency
The Center for Accelerating Operational Efficiency is a DHS Center of Excellence comprising a consortium of universities and industry partners whose mission is to conduct research, education and workforce development activities that will respond to challenging problems and offer innovative solutions to issues faced by decision-makers in the Homeland Security Enterprise. Led by Arizona State University, the focus of CAOE is to support the evolution of data-enabled analysis and decision-making practices within the HSE.
