Grants.gov and Adobe Reader - Use Adobe Reader 8.1.3 Only

Grants.gov retired all PureEdge proposal packages effective Thursday,
March 5th.  All proposals submitted to Grants.gov will now use Adobe
form packages. Adobe will release the latest version of their Adobe
Reader software version 9.1 on March 11, 2009. Adobe has also scheduled
the release of version 8.1.4, on March 18, 2009. 

Although Grants.gov allows three versions of Adobe for submissions, all
Clemson users should be using Adobe Reader 8.1.3 to download, view,
and/or enter data in Grants.gov proposal packages until further notice.
This version allows less errors upon submission than 9.0 or 8.1.2.

Please do not upgrade to other versions of Adobe Reader if you plan to
download, open, and/or enter data in a Grants.gov proposal package. If
you have already downloaded a newer version, please delete that version
and download version 8.1.3. Additional information and a link to

SSTI Co-Hosts TIP-MEP Regional Meeting on March 12 
On March 12 from 1:00-5:00 p.m. in San Francisco, SSTI is co-hosting a
meeting with officials from the Technology Innovation Program (TIP) and
the Manufacturing Extension Partnership (MEP) that we would encourage
you or one of your colleagues to attend. TIP and MEP are two of the most
market-driven programs operated by the federal government. Both programs
have launched new investments and innovative services in the last year.
The meeting will give you a chance to learn about:

New Federal R&D Funding Opportunities 

Department of Agriculture
The Cooperative State Research, Education, and Extension Service (CREES)
invites applications for the Integrated Research, Education, and
Extension Competitive Grants Program - National Integrated Food Safety
Initiative to support integrated, multifunctional agricultural research,
extension, and education activities that address food safety priorities
in the United States. Approximately $12.7 million may be available for
new and renewal projects in FY 2009. The annual maximum award size is
$600,000 except for special emphasis projects that may reach $2 million
per year for up to four years. Commodity-specific awards must be matched
1:1. Eligibility is limited to U.S. accredited colleges and universities
and research foundations maintained by eligible colleges or

Department of Defense
The Office of Naval Research invites research proposals to further
develop promising water purification and desalination technologies, on a
component and not a complete system level, over a two-year period to a
readiness level that would be appropriate for consideration for use in a
robust shipboard desalination system. It is anticipated that there will
be a second program to build complete shipboard desalination systems,
possibly using technologies matured during this program. Eligibility is
unrestricted with the exception of FFRDCs. Responses are due June 1.

The Army invites proposals for the Ovarian Cancer Academy Award. The
award is intended to develop a unique, interactive virtual academy that
will provide intensive mentoring, national networking, and a peer group
for junior faculty. Up to six awards are anticipated from a total
funding pool of $6 million. Eligibility is unrestricted, however
specific eligibility criteria is set for two types of principal
investigators: early-career investigators/mentors and academy deans.
Only one academy dean will be selected. Pre-applications are due May 8;

The Army also invites proposals for the Autism Research Program Concept
Award. The award supports the exploration of a highly innovative new
concept or untested theory that addresses an important problem relevant
to autism spectrum disorders. The Concept Award is not intended to
support a logical progression of an already established research project
but, instead, allows Principal Investigators the opportunity to pursue
serendipitous observations. Up to 7 one-year awards are anticipated from

The Air Force Research Laboratory Space Vehicles Directorate has issued
a Broad Agency Announcement for Space-Based Advanced Sensing and
Protection to conduct research and development of space payload
technologies including phenomenology, advanced focal plane components
and arrays, cryogenic systems, passive and active surveillance, and
protection capabilities for contemporary and future space systems.

cooperative agreement proposals from institutions/ organizations that
propose to establish a genome-wide association study consortium focused
on the goal of identifying genes that influence the risk and outcome of
ischemic stroke. This project will create a permanent global resource,
via the Database of Genotype and Phenotype, of genotyping data of
rigorously phenotyped ischemic stroke cases. Only one award will be made

for Stem Cell Research. The purpose of the award is to encourage
investigators to obtain the training and career development they need to
appropriately use stem cells in their research. The award includes

developmental psychopharmacology. Specifically sought are research grant
applications to examine the neurobiological impact of psychotherapeutic
medications upon the immature brain, with particular emphasis upon
mapping the precise developmental profile of physiological response to
psychotropic agents used in the treatment of mental disorders in
children. Relevant research includes studies in model systems, including

for Medications Development for the Treatment of Pregnant/Postpartum
Women with Substance Related Disorders and/or In Utero Substance Exposed
Neonates. The institute will encourage applications to implement
preclinical and clinical research directed towards: 1) the
identification, evaluation, and development of safe and effective novel
pharmacotherapies for the treatment of pregnant/postpartum women with
SRDs and/or in utero substance exposed neonates, and/or 2) the
evaluation of the safety and efficacy of FDA approved medications for
the treatment of pregnant/postpartum women with SRDs and/or in utero

The National Institute of Diabetes and Digestive and Kidney Diseases
invites P30 and P60 applications to support new and continuing Diabetes
Endocrinology Research Centers and Diabetes Research and Training
Centers. Both types of Centers are designed to support and enhance the
national research effort in diabetes and related endocrine and metabolic
diseases. The institute anticipates making 3 awards from a total pool of

In mid-March, the Eunice Kennedy Shriver National Institute of Child
Health and Human Development anticipates awarding a contract to an
organization or organizations to develop standardized BOLD functional
magnetic resonance imaging and arterial spin labeling methodology and
software for assessing brain function longitudinally with two
developmental domains in typically developing children with an age range
between infancy and 18-years-old. The contract will be for a one-year
performance period with 4 one-year options. Responses will be due Apr.

Department of Homeland Security
On or about Mar. 13, the DHS Office of Procurement Operations will be
inviting proposals for the Domestic Nuclear Detection Office for
Exploratory Research for Nuclear Detection Technology that may lead to a
dramatic improvement in national capabilities in nuclear/radiological
detection, verification and forensics. Two separate solicitations will

NASA has released 20 more topic areas for its Research Opportunities in
Space and Earth Sciences (ROSES) - 2009, the omnibus NASA research
announcement for the fiscal year. By the end of the year, research for
more than 50 different topic areas will be released. Eligibility is
generally unrestricted: non-domestic organizations may participate in
projects but may not receive NASA funding. Each topic area has its own
funding pool and proposal schedule. The new research interests are: 

*	Origins of Solar Systems (NNH09ZDA001N-SSO) - Approximately $3
million may be available to support 20-30 new awards for basic research
proposals to conduct scientific investigations related to understanding
the formation and early evolution of planetary systems and to provide
the fundamental research and analysis necessary to detect and
characterize other planetary systems. Notice of intent is due Apr. 8;
full proposals are due May 29.
*	Astrophysics Theory (NNH09ZDA001N-ATP) - Approximately $3.5
million may be available to support 30 new awards for research to
develop the basic theory for NASA's space astrophysics programs. Notice

*	Astrophysics Data Analysis (NNH09ZDA001N-ADP) - Approximately
$3.5 million may be available to support 35 new awards for research
involving NASA space astrophysics data that are currently archived in

*	Studies with ICESat and CryoSat-2 (NNH09ZDA001N-CRYO) -
Approximately $2.5 million may be available to support 10-12 new awards

Elevation Satellite (ICESat) and the European CryoSat-2 mission. Notice

*	HyspIRI Preparatory Activities Using Existing Imagery

support 3-7 new awards for research proposals that make use of existing
airborne and satellite imagery to create data sets that address
compelling research questions requiring the use of data from a VSWIR
imaging spectrometer and a multichannel TIR instrument. Notice of intent

Approximately $3 million may be available to support 35 proposals for
analysis and synthesis of existing data to investigate geological and
geophysical processes and phenomena observed on natural objects within

*	Hurricane Field Experiment (NNH09ZDA001N-HSRP) - Approximately
$1.5 million may be available to support 8-10 proposals for instruments
that can achieve specific measurement requirements to better understand
how tropical storms form and develop into major hurricanes. Notice of

*	Space Archaeology (NNH09ZDA001N-SAP) - Approximately $500,000
may be available to support 6-8 new awards to use the unique vantage
point of space to improve our understanding of past human settlement
patterns and the relationships between the natural environment and
cultural adaptations as functions of time and space. Proposals are due
May 1. 
*	Cassini Data Analysis (NNH09ZDA001N-CDAP) - Approximately $2
million may be available to support up to 20 new awards to conduct
scientific investigations utilizing data obtained by the Cassini
spacecraft. Notice of intent is due Apr. 3; full proposals are due May
1.
*	Ocean Biology and Biogeochemistry (NNH09ZDA001N-OBB) -
Approximately $2.5 million may be available to support 6-14 new awards
for research in two main subelement areas: Beaufort and Chukchi Seas
Field Campaign and Modeling; and Biological and Biogeochemical Impacts
of Melting Ice in the Beaufort and Chukchi Seas. Notice of intent is due

*	Glory Science Team (NNH09ZDA001N-GLORY) - Approximately $3
million may be available to support 8-12 new awards for science-related
projects to support the Glory mission, which will continue and improve
on NASA's research on aerosol forcing on climate change. Full proposals

*	Planetary Astronomy (NNH09ZDA001N-PAST) - Approximately $1
million may be available to support up to 15 new awards for ground-based
astronomical observations and suborbital investigations involving
sounding rockets or balloons (over the entire range of wavelengths from
the ultraviolet to radio) that contribute to the understanding of the
general properties and evolution of the Solar System, its planets, their
satellites, and of asteroids and comets. Notice of intent is due Apr.

*	Terrestrial Ecology (NNH09ZDA001N-TE) - Approximately $2 million
may be available to support 7-12 new awards for research projects to
improve understanding of the structure and function of global
terrestrial ecosystems, their interactions with the atmosphere and

*	Laboratory Analysis of Returned Samples (NNH09ZDA001N-LARS) -

develop new analytical instrumentation or combinations of analytical
instruments, or new components of analytical instruments, leading to
significant improvements in the precision, resolution, or sensitivity of

projects whose primary objective is to inventory the population of Near

The Division of Materials Research has reissued a call for support of
national research facilities. The program supports the operation of
national user facilities: research facilities with specialized
instrumentation available to the scientific research community in
general and the materials research community in particular. These
facilities provide unique research capabilities that can be located at
only a few highly specialized laboratories in the nation. They include
facilities and resources for research using high magnetic fields,
ultraviolet and x-ray synchrotron radiation, neutron scattering, and
nanofabrication. Only 2 awards have been made in the program during the
past six years with significant price tags ($14 million in 2006 and $31
million in 2003), so the timing of this reissue and the Recovery Act

The NSF Lower Atmospheric Observing Facilities Program consists of
planning, budgeting, coordination, and oversight of multi-user national
facilities that are sponsored by NSF for the geosciences research
community. Geosciences research often requires specialized facilities,
instrumentation and field support services to carry out scientific field
work that is needed to understand the complex, interdependent
geophysical processes, often covering remote areas of the globe. In
addition to sponsoring the facilities, LAOF provides allocation of pool

million may be available to support up to 15 new awards for ground-based
astronomical observations and suborbital investigations involving
sounding rockets or balloons (over the entire range of wavelengths from
the ultraviolet to radio) that contribute to the understanding of the
general properties and evolution of the Solar System, its planets, their
satellites, and of asteroids and comets. Notice of intent is due Apr.

*	Terrestrial Ecology (NNH09ZDA001N-TE) - Approximately $2 million
may be available to support 7-12 new awards for research projects to
improve understanding of the structure and function of global
terrestrial ecosystems, their interactions with the atmosphere and
hydrosphere, and their role in the cycling of the major biogeochemical
elements and water. Notice of intent is due Apr. 28; full proposals are
due June 12.
*	Laboratory Analysis of Returned Samples (NNH09ZDA001N-LARS) -
Approximately $5 million may be available to support 20-30 new awards to
develop new analytical instrumentation or combinations of analytical
instruments, or new components of analytical instruments, leading to
significant improvements in the precision, resolution, or sensitivity of
measurements compared to the existing state of the art. Notice of intent
is due Apr. 17; full proposals are due June 12.
*	Near Earth Object Observations (NNH09ZDA001N-NEOO) -
Approximately $2 million may be available to support 4-8 new awards for
projects whose primary objective is to inventory the population of Near
Earth Objects (asteroids and comet nuclei) with diameters greater than
or equal to 1 km. Notice of intent is due Apr. 23; full proposals are
due June 12.
*	Advancing Collaborative Connections for Earth System Science
(NNH09ZDA001N-ACCESS) - Approximately $3.5 million may be available to
support 10-15 new awards for information technology projects that
increase the interconnectedness and reuse of key IT software,
techniques, and services underpinning the advancement of Earth science
research. Notice of intent is due Apr. 1; full proposals are due June
26.
*	Planetary Atmospheres (NNH09ZDA001N-PATM) - Approximately $2.3
million may be available to support 10-20 new awards for scientific
investigations that contribute to the understanding of the origins and
evolution of the atmospheres of planets and their satellites and of

National Science Foundation
The National Science Foundation invites proposals for Antarctic Research
to expand fundamental knowledge of the region, to foster research on
global and regional problems of current scientific importance, and to
use Antarctica as a platform from which to support research. The program

The Division of Materials Research has reissued a call for support of
national research facilities. The program supports the operation of
national user facilities: research facilities with specialized
instrumentation available to the scientific research community in
general and the materials research community in particular. These
facilities provide unique research capabilities that can be located at
only a few highly specialized laboratories in the nation. They include
facilities and resources for research using high magnetic fields,
ultraviolet and x-ray synchrotron radiation, neutron scattering, and
nanofabrication. Only 2 awards have been made in the program during the
past six years with significant price tags ($14 million in 2006 and $31
million in 2003), so the timing of this reissue and the Recovery Act

The NSF Lower Atmospheric Observing Facilities Program consists of
planning, budgeting, coordination, and oversight of multi-user national
facilities that are sponsored by NSF for the geosciences research
community. Geosciences research often requires specialized facilities,
instrumentation and field support services to carry out scientific field
work that is needed to understand the complex, interdependent
geophysical processes, often covering remote areas of the globe. In
addition to sponsoring the facilities, LAOF provides allocation of pool
funding for approved facility deployments. Proposals may be submitted at
