New Funding Related to Tech-based Economic Development  

Department of Commerce 

*	The Economic Development Administration has issued a combined
request for proposals for four program elements of the Public Works and
Economic Development Act: 1) Public Works; 2) Planning; 3) Local
Technical Assistance; and 4) Economic Adjustment Assistance. Eligibility
is limited to Economic Development District Organizations; Indian Tribe
or a consortium of Indian Tribes; state, a city or other political
subdivision of a state, including a special purpose unit of a state or
local government engaged in economic or infrastructure development
activities, or a consortium of political subdivisions; institutions of
higher education or a consortium of institutions of higher education; or
public or private non-profit organization or association acting in
cooperation with officials of a political subdivision of a state. EDA
encourages the submission of only those applications that will
significantly benefit regions with distressed economies. Applications
are accepted on a continuous basis. FY08 funding levels for the four

New Federal R&D Funding Opportunities 
 
Department of Commerce 
The National Oceanic and Atmospheric Administration (NOAA) National
Marine Fisheries Service and the NOAA Office of Ocean and Atmospheric
Research invite applications for the establishment of a North Atlantic
Regional Cooperative Institute for Climate Change(CI) that will focus on
the themes of (1) Ecosystem Forecasting, (2) Ecosystem Monitoring, (3)
Ecosystem Management, Protection and Restoration of Resources, (4)
Sustained Ocean Observations and (5) Climate Research. One award for up
to $7 million is anticipated in FY09. Proposals are due Jan. 5, 2009.

Investigate Satellite Applications For Regional/Global-Scale Forecasts
that will collaborate with NOAA scientists to improve weather forecast

Department of Defense 
DARPA invites research proposals on the topic of a Submersible Aircraft.
In particular, DARPA is interested in a feasibility study and
experiments to prove out the possibility of making an aircraft that can
maneuver underwater. In addition to the conceptual design studies,
performers need to outline experiments or computational models that will
be used to demonstrate that the major technological limitations can be
overcome. Multiple awards are anticipated. Eligibility is unrestricted

chemical analysis of trace gases. Proposed research should investigate
innovative approaches that enable revolutionary advances in science,
devices, or systems. The Panoptic Analysis of Chemical Traces (PACT)
program will develop technology capable of analyzing complex gas
mixtures without reliance on preconceived libraries of anticipated

laboratory-based experimental techniques combined with genetic analyses
to study individual differences in response to drugs of abuse
(subjective, behavioral, cognitive or emotional), or to examine genetic
variation in the consequences of repeated abuse. NIDA anticipates making
8-10 awards from a total pool of $2 million. Eligibility is

of prevention and treatment services for drug and alcohol abuse. Health
services research focuses on understanding drug and/or alcohol
prevention and treatment outcomes in the context of systems of care,
including general health and social service systems, prevention and
treatment services offered in community-based venues, as well as
specialized substance abuse treatment systems. Eligibility is

The National Institute of Environmental Health Sciences invites P42
grant applications for its Superfund Hazardous Substances Basic Research
and Training Program. With program's transfer to NIEHS, the goal is to
support integrative, multidisciplinary research to identify, assess, and
evaluate the potential health effects of exposure to hazardous
substances and to develop innovative chemical, physical and biological
technologies for reducing potential exposure to hazardous substances.
Several specific research needs are identified in the request. The NIEHS
intends to commit a total of approximately $11.0 million dollars in FY10
to fund four to five new or renewal grants. Eligibility is only open to
accredited domestic institutions of higher education. Optional letters

enzymes (DMEs), transporters, ion channels, receptors and signaling
pathways that are responsible for drug toxicity in the pediatric

Four NIH institutes collectively invite R01 grant applications for
research to improve the quality and quantity of research related to
emergency medical services for children: prevention research to reduce
the need for emergency care; clinical research to ensure that children
receive high-quality and appropriate medical, nursing and mental health
care in an emergency; health systems research, from pre-hospital care,
to the emergency department, to in-patient care and return to the
community; models to improve service and cost efficiency in pediatric
emergency care; and methodological studies to improve the quality of

of biomedical or behavioral research. Several research themes are
suggested in the announcement. NIH anticipates funding up to 60 R01

the needs for trained personnel in the field of aging; and/or increase
awareness of the need for individuals to assume responsibility for their
own longevity. Total funding available is $750,000. Eligibility is

EPA invites research into integrated design, modeling, and monitoring of

National Science Foundation 
NSF has released its request for proposals for a much-changed
Industry/University Cooperative Research Centers Program. All new
planning grants, new full center proposals, and new renewal center
proposals are required to follow this solicitation. Budgetary
requirements, membership minimums, and for the first time international
research centers are of some of the many changes. With annual funding of
up to $9 million, NSF anticipates making 2-8 full center awards and 4-12
planning grant awards annually. I/UCRCs require partnership with
industry; however, proposals may only be submitted by accredited
domestic universities and two- and four-year colleges (including
community colleges). Letters of intent are required for planning grants.
There are two funding cycles with full proposals due either Mar. 6 or

Initiation Grants to Broaden Participation in Biology. RIG awards are
for beginning investigators (eligibility defined in the announcement) to
undertake activities, such as acquisition of preliminary data or
development of collaborations, that will lead to formulation of
competitive grant applications to NSF. Awards are for 24 months and are
limited to $175,000 total costs. NSF anticipates making 15-25 awards
from a total pool of up to $5 million. Accredited U.S. universities and
colleges and nonprofit academic organizations, such as independent
museums, research labs, and similar organizations in the U.S. associated
with educational or research activities, may submit proposals on behalf

Brookdale Foundation

The Brookdale seeks applications for the 2009 Brookdale Leadership in
Aging Fellowship Program. The Fellowship is open to a broad range of
disciplines related to the field of aging including, but not limited to,
the medical, biological and basic sciences, nursing, social sciences,
the arts, and humanities. The award is a two-year grant paid to the
candidate's sponsoring institution in support of the candidate's
research project. Applicants should be within 10 years of receipt of
their terminal degree. A grant award of up to $125,000 each year is
intended to cover 75% of the Fellow's time, base salary and fringe
