The Fiscal Year 2008 (FY08) Defense Appropriations Act provides $10

million to the Department of Defense Gulf War Illness Research Program

to promote innovative research. This program is administered by the US

Army Medical Research and Materiel Command through the Office of the

Congressionally Directed Medical Research Programs (CDMRP). A summary of

to our attention that some of our members are not following the

Federal Funding Opportunities

Department of Agriculture
The Cooperative State Research, Education, and Extension Service invites
applications for the Rangeland Research Program. This program seeks to
develop new and emerging rangeland science methodologies that
specifically address the interrelationships between multiple
disciplines, with the goal of providing U.S. agricultural producers,
rural landowners and land managers with integrated science strategies to
make informed land management decisions. The program emphasis is on
enhancing the restoration and sustainable integrity of rangelands.
Approximately $950,000 is available for awards, which may range from
$350,000 to $500,000 for a project period of 1-3 years. Applicants are
required to provide 50 percent matching funds. Eligible are land-grant
colleges and universities, state agricultural experiment stations, and
colleges, universities and federal laboratories having a demonstrable
capacity in rangeland research. Applications are due July 7, 2008. For

Department of Commerce
The National Institute of Standards and Technology (NIST) invites
institutions of higher education and nonprofit organizations to submit
proposals for its Construction Grants Program. The goal of this program
is to provide competitively awarded grant funds for research science
buildings through the construction of new buildings or expansion of
existing buildings. The program defines "research science building" as a
building or facility whose purpose is to conduct scientific research,
including laboratories, test facilities, measurement facilities and
observatories. Approximately $29 million in FY 2008 funding is available
for awards. NIST anticipates funding 2-3 projects having a project
period of up to five years, with federal shares in the $10 million to
$15 million range. Cost-sharing is not required; however, it is
encouraged for proposals to be competitive. Proposals are due July 21,

proposals in the area of heterogeneous chemical catalysis that will
enable more energy-efficient reactions. Specifically, DARPA is

The Defense Intelligence Agency is seeking sources capable of developing
new and innovative technologies to support current and future unattended
ground sensor systems and irregular warfare-related options. Areas of
interest generally include advanced sensor and detection technologies,

and plug and play, common architecture-focused technologies that cut

The Department of the Air Force is requesting information regarding the
Automated Virtual Information Production Support System III Program.
This program, in part, supports the development, enhancement,
implementation and maintenance of national-level systems for the input,
translation and retrieval of all-source information and for the

Intelligence Information System-wide information notification system.

Simulation and Flight Control program. This program seeks to advance the
state-of-the-art and scientific knowledge in space vehicle modeling,
simulation and analysis technology. The most recent call for proposals
focuses on developing software analysis tools for space situational
awareness. Approximately $2 million is expected to be available for one
contract award having a project period of 15 months. The program is a
five-year open-ended solicitation; however, proposals for the recent

The Air Force continues to solicit white papers to support Tangram, a
fully automated, continuously operating, intelligence analysis support
system that's capable of configuring itself to achieve a reasonable
tradeoff between estimated intelligence value and cost. Areas of
interest include system research, component research, gap filling
research, and system evaluation architecture. Approximately $49 million
over fiscal years 2006-10 was expected to be available for awards when
this solicitation was released in 2005. Awards ranging from $150,000 to
more than $3 million per year for a project period of up to four years
may be made. Eligibility is unrestricted. White papers may be submitted
at any time until Sept. 30, 2010; however, they are due Oct. 1, 2008,

The Department of the Army is soliciting white papers to develop a
prototype intelligent tutoring system for training a battalion battle
captain. The system should provide the basis for training the battle
captain could use "anytime-anywhere" with access to a computer and
without dependence on a human instructor or human role players. Phase I
will be a six-month effort and funding may consist of approximately
$150,000 to $200,000. The Phase I effort should analyze the issues
involved in designing a truly tailored training application and

DOE invites applications for the National Laser Users' Facility Program.
This program offers opportunities for university and industrial
scientists to perform experiments in high-energy-density physics and
inertial confinement fusion, including laser-matter interactions. The
program provides these scientists access to the OMEGA Laser System
maintained and operated by the University of Rochester's Laboratory for
Laser Energetics. Approximately $2.4 million over fiscal years 2009-10

DOE also is seeking an organization that will serve as an administering
entity to implement the H-Prize, a program to competitively award cash
prizes to advance the research, development, demonstration and
commercial application of hydrogen energy technologies. The
administering entity will work with DOE to administer and advertise the
prize competitions, raise funds to contribute to the cash prizes and
develop criteria for the selection of judges and prize winners. The
organization also will be responsible for raising funds sufficient to
support its own administration overhead. Approximately $1.3 million is
expected to be available for one cooperative agreement award, including
$300,000 for administration and $1 million for the first H-Prize. DOE
anticipates the award will run for up to three years, with the potential

DOE invites applications for cost-shared research, development and
demonstration projects to reduce the energy and carbon intensity of
industrial processes. These projects are intended to result in
innovative technologies that, when deployed commercially, will enable
the U.S. industry to reduce natural gas requirements for chemical
feedstocks, increase utilization of opportunity fuels, and expand the
use of combined heat and power applications. Approximately $4 million is
expected to be available for new awards in FY 2008, and an additional $6
million is expected to be available for awards under this announcement
in out years. Between 3-15 awards having a project period of 1-4 years
and a cost-sharing requirement of at least 30 percent may be made. All
types of entities are eligible to apply, except other federal agencies,

New F&A Schedule (Pending Federal approval)

 

Effective April 1, 2008, all newly submitted proposals must include the
correct F&A rate(s) for the appropriate year(s), including multi-year
proposals. The Clemson F&A agreement, effective March 5, 2007, includes
an increase of one-half percent each year for the next two years for
On-campus Organized Research. The negotiated rate for FY 07/08 is 47.5%,
FY 08/09 is 48%, and FY 09/10 is 48.5%. The 48.5% rate should be used
for fiscal years after FY10 until we have a new rate agreement.
