Department of Transportation
The Federal Highway Administration is soliciting white papers proposing
to accelerate deployment, use and development of the Transportation
Analysis and Simulation System (TRANSIMS) -- an agent-based travel
simulation system designed to produce more accurate and more sensitive
travel forecasts for transportation planning and emissions analysis.
Applied research and scientific study is sought, in part, to provide for
applications of TRANSIMS representing a diversity of populations,
geographic regions and analytical methods. Contract awards having a
project period of up to 18 months may be made. The maximum federal
funding per award is $300,000. White papers are due April 24, 2008; full
proposals are due May 23, 2008. For more information, visit:

l> NASA
NASA is requesting information from the science and research communities
regarding potential new uses of existing NASA science spacecraft that
support NASA's science goals. A new science investigation using an
existing spacecraft should address one or more of NASA's science
objectives in any of the Science Mission Directorate's research
disciplines (i.e., astrophysics, earth science, heliophysics, and
planetary science). No awards will be made for responses, which are due
April 9, 2008. For more information, visit:

<http://prod.nais.nasa.gov/cgi-bin/eps/synopsis.cgi?acqid=129129> NASA
will be soliciting proposals for a contract award to continue to support
space technology R&D. The The contractor will be required to perform
services by task order in a number technical areas, including chemistry
and physics of hypersonic, chemically reacting, and radiating flows;
aerothermodynamic analysis of reentering spacecraft; development and
modification of computational fluid dynamics tools; aeronautics and
space vehicle trajectory analysis; materials science of ablative,
reusable and multi-functional thermal protection materials; and
experiment planning, execution and analysis for high-enthalpy testing of
materials and real-gas phenomena. This procurement is a total small
business set-aside. A draft solicitation is expected to be released on
or about March 21, 2008. For more information, visit:

New F&A Schedule (Pending Federal approval)

Effective April 1, 2008, all newly submitted proposals must include the
correct F&A rate(s) for the appropriate year(s), including multi-year
proposals. The Clemson F&A agreement, effective March 5, 2007, includes
an increase of one-half percent each year for the next two years for
On-campus Organized Research. The negotiated rate for FY 07/08 is 47.5%,
FY 08/09 is 48%, and FY 09/10 is 48.5%. The 48.5% rate should be used
for fiscal years after FY10 until we have a new rate agreement.

New Fringe Rates
Faculty - 27.9%
Staff & Post-Docs - 32.8%
Students - 6.2%
Part-time & Retired - 20.8%
