to our attention that some of our members are not following the

Department of Defense (DoD)
The Department of the Air Force has released a call for proposals under
its Space Components Technology program. This five-year, open-ended
program seeks to develop innovative technologies in advanced space
power, integrated space structures, spacecraft dynamics and controls,
and ballistic missile technologies. The most recent call for proposals
focuses on fundamental research to investigate the potential uses of
Structural Health Monitoring technologies in space applications.
Approximately $500,000 over fiscal years 2008-12 is expected to be
available for one award having a project period of up to four years.

The Air Force is soliciting proposals for the Integrated Vehicle and
Energy Technology Subsystem Development and Demonstration (INVENT-SDD)
Program. This program seeks to design, develop and ground test
subsystems that can be integrated as a suite of energy, power and
thermal advanced technologies based on the INVENT consensus
architecture. Approximately $4.05 million is expected to be available
for up to six Phase I contract awards having a one-year project period.

The Air Force continues to solicit proposals for basic and applied
research in various areas to assist in the rapid improvement of
warfighting capability for battlefield airmen. Areas include wireless
networks, ground mobile gateways, remote sensing, tactical electrical
energy, micro-tagging, small unmanned air systems and testbed facility,
and equipment. Proposals should describe scientific study and
experimentation to increase knowledge and understanding in these areas.

This initiative aims to promote research in specific areas of social
science and to promote a candid relationship between DoD and the social

Iraqi perspectives project; studies of terrorist organization and
ideologies; and new approaches to understanding dimensions of national
security, conflict and cooperation. Approximately $50 million is

of hostile fire from small arms, anti-aircraft artillery, and

confinement fusion (ICF) and high-energy-density targets, components,
component technology, and associated scientific and engineering
technical expertise at the National Nuclear Security Administration's
(NNSA's) ICF laser science facilities. This work is a key component of
NNSA's Stockpile Stewardship Program dedicated to allowing the U.S. to
observe a nuclear weapons test ban while still maintaining confidence in
its nuclear deterrence arsenal. Approximately $140 million is expected
to be available to support the first five years of one contract award

or foreign entities: institutions of higher education; for-profit

The National Heart, Lung, and Blood Institute (NHLBI) invites R25
applications for its Short-Term Research Education Program to Increase
Diversity in Health-Related Research. As its name suggests, this program
is designed to promote diversity in undergraduate and health
professional student populations by providing short-term research
education support to stimulate career development in cardiovascular,
pulmonary, hematologic, and sleep disorders research. Students must (1)
have successfully completed at least one undergraduate year at an
accredited school or university, including baccalaureate schools of
nursing, or (2) be attending community or junior colleges provided they
are enrolled in at least three courses per academic term. Students also
must be citizens or non-citizen nationals of the U.S. or must have been
lawfully admitted for permanent residence. Approximately $850,000 in
first-year funding is expected to be available for up to eight awards
having a project period of up to five years. Eligibility is open to
domestic organizations, except for tribal governments or organizations

NHLBI invites T32 applications for its Minority Institutional Research
Training Program. This program is intended to support training of
predoctoral and health professional students and individuals in
postdoctoral training at minority schools having the potential to
develop meritorious training programs in cardiovascular, pulmonary,
hematologic, and sleep disorders. Trainees must be citizens or
non-citizen nationals of the U.S. or must have been lawfully admitted
for permanent residence. Approximately $250,000 in first-year funding is
expected to be available for two awards having a project period of up to
five years. Awards provide a stipend to help defray living expenses
during the research training experience and funds to help offset the
cost of tuition and fees, travel and other expenses. Eligibility is open
to domestic institutions of higher education, nonprofit organizations
and minority-serving institutions (see note on eligibility above).

The Employment and Training Administration invites applications for its
Technology-Based Learning Initiative. The purpose of this initiative is
to expand access to training, resulting in an increased number of
workers trained - particularly in high-growth, high-demand occupations -
and to meet the needs of industry for skilled employees. Approximately
20 grants ranging from $100,000 to $500,000 for a project period of up
to three years may be made. Funds will be awarded to public, private
for-profit, and private nonprofit organizations, including educational
institutions and registered apprenticeship sponsors. Partnership with
the publicly funded workforce investment system is required.

NASA
NASA will be soliciting proposals for a space flight systems development
and operations contract. This contract is intended to support the
definition, design, fabrication, assembly, integration, test and
operation of a broad array of space flight projects that interface with
a wide range of carriers. The contract is expected to range from $7
million to $94 million for a project period of up to five years.
Eligibility is unrestricted. A full solicitation is expected to be
released on or about July 18, 2008, with proposals due Aug. 18, 2008.

NSF is soliciting proposals for its CreativeIT Program. This program is
intended to support projects that explore synergistic cross-disciplinary
research in creativity and computer science and information technology.
Approximately $6.5 million is expected to be available for 15-20 grants.

Foundation Funding Opportunity

Social Science Research Council (SSRC)
SSRC invites faculty applications for its Dissertation Proposal
Development Fellowship Program. This program is designed to help
graduate students in the humanities and social sciences formulate
doctoral dissertation proposals that are intellectually pointed,
amenable to completion in a reasonable time frame, and competitive in
fellowship competitions. The program is organized around distinct
research fields - subdisciplinary and interdisciplinary domains with
common intellectual questions and styles of research. Each year, an SSRC
Field Selection Committee selects five fields proposed by pairs of
research directors who are tenured professors at different doctoral
degree-granting programs at U.S. universities. The research directors
must be trained in different disciplines and should be experienced
supervisors of dissertation research. In addition, they are required to
participate in two workshops. Research directors receive a stipend of

New F&A Schedule (Pending Federal approval)

 

Effective April 1, 2008, all newly submitted proposals must include the
correct F&A rate(s) for the appropriate year(s), including multi-year
proposals. The Clemson F&A agreement, effective March 5, 2007, includes
an increase of one-half percent each year for the next two years for
On-campus Organized Research. The negotiated rate for FY 07/08 is 47.5%,
FY 08/09 is 48%, and FY 09/10 is 48.5%. The 48.5% rate should be used
for fiscal years after FY10 until we have a new rate agreement.
