Investigator-Initiated Research (IIR) - IIR Grants provide up to
$600,000 over three year's to stimulate exploration of new ideas and
novel approaches in breast cancer research and clinical practice that
will lead to reductions in breast cancer incidence and mortality within
the next decade. Special emphasis will be given to studies seeking to
understand the basis for difference in breast cancer outcomes and
translating research discoveries into clinical and public health
practice to eliminate breast cancer disparities. Pre-applications are
required prior to starting a full application. Pre-applications are due
no later than July 1, 2008 8:00pm eastern time and full applications are
due September 4, 2008 8:00pm eastern time.


Career Catalyst Research (CCR) Grants - CCR Grants provide unique
opportunities for scientists in the early stages of their career to
achieve research independence with an independent award of up to
$450,000 over three years. CCR investigators lead a research project
addressing an important question in breast cancer research and complete
a self-defined career development plan with support from a mentor
committee. Pre-applications are required prior to starting a full
application. Pre-applications are due no later than July 1, 2008 8:00pm
eastern time and full applications are due September 4, 2008 8:00pm
eastern time.

The Animal and Plant Health Inspection Service is seeking a contractor
to develop a sensitive, specific assay capable of detecting all Avian
Influenza viruses in a mixed sample, including known and unknown strains
(i.e., virus drift that would be flagged for follow-up). Once a
technology is established for detecting Avian Influenza, other viruses

develop fracture putty. When packed in or around a compound bone
fracture, this dynamic putty provides full load-bearing capabilities
within hours, creates an osteoconductive bone-like internal structure,
and degrades over time to harmless resorbable byproducts as normal bone

DARPA is soliciting proposals for the Long Range Anti-Ship Missile
Demonstration program. This program seeks to rapidly develop and
demonstrate a ship launched standoff anti-ship strike weapon capable of
achieving mission kill against selective surface targets at significant
standoff ranges. The program will develop technologies that enable U.S.
surface platforms to engage other surface units from well outside direct
counter-fire ranges, with inherent capability to ensure weapon
survivability against advanced defensive systems. Awards having a
project period of up to three years are anticipated. Due to security
requirements, only U.S. contractors who are capable of receiving,
storing and processing export controlled and classified information
associated with this effort are eligible. Foreign participants and/or
individuals may only participate as subcontractors or consultants.

Contaminated Surface Detector (JCSD) to enter a System Development and
Demonstration phase with potential for production options. The JCSD will
detect and identify ground deposition of liquid and solid chemical

for an engineering study to support the redesign of the Time Domain
Measurement Range Bounded Wave Simulator (BWS). The study will include
the technical characterization of the current BWS structure, R&D of new

acting on behalf of a department in STEM or a critical foreign language
or on behalf of a department or school with a competency-based degree
program (in STEM or a critical foreign language) that includes teacher
certification. Applicants are required to enter into partnerships that
include at least one high-need local educational agency and a public
school or a consortium of public schools served by the agency.

 Department of Energy (DOE)
DOE invites applications proposing to develop advanced water power
technologies. These technologies are defined as those demonstrating a
capability of using one or more of four water resource categories for
electricity generation: (1) ocean waves, (2) tides or ocean currents,
(3) free-flowing water in rivers, lakes, streams or man-made channels,
or (4) other water-based resources, including an improvement in the
efficiency and/or environmental performance of conventional hydropower
and electricity generation from differentials in ocean temperature.
Approximately $7.5 million in initial funding is expected to be
available for up to 31 awards having a project period of up to two
years. Cost-sharing of at least 50 percent is required for most
projects. All types of domestic entities are eligible to apply, except
other federal agencies, Federally Funded Research and Development Center
contractors, and nonprofit organizations described in section 501(c)(4)
of the Internal Revenue Code of 1986 that engaged in lobbying activities

DOE is seeking sources capable of providing research and engineering
services for the National Energy Technology Laboratory. This support
will take the form of collaborative, interdisciplinary scientific and
engineering research projects, targeted toward the generation of
fundamental and basic science information. Focus areas include
computational and basic sciences; energy system dynamics; geological and
environmental systems; materials science; hydrates; and ultra deep and
unconventional gas and oil. The magnitude of this effort is expected to

DOE invites applications for innovative state programs designed to
foster energy efficiency and renewable energy policies, practices,
technologies and programs. This funding opportunity seeks to stimulate
activities and investments that fundamentally and permanently transform
markets across all sectors of the economy. Areas of interest include (1)
advanced building energy codes and (2) utility-scale clean energy
capacity. Approximately $7.5 million is expected to be available for
10-14 grants having a project period of up to three years and ranging
from $500,000 to $660,000 for the total project period. Cost-sharing of
at least 25 percent is required for the first area of interest described
above. Eligible are state energy offices or other agencies responsible
for administering the State Energy Program in the 50 states, the
District of Columbia, American Samoa, Guam, the Northern Mariana
Islands, Puerto Rico and the U.S. Virgin Islands. States may work in

Department of Homeland Security (DHS) 
DHS invites small business firms to submit proposals for its FY 2008
Small Business Innovation Research (SBIR) Program. Topic areas include
(1) signal processing algorithms to nominate potential targets and
eliminate false positives in the nonintrustive inspection of cargo
conveyances; (2) fast, solid-state, prompt neutron detectors capable of
operating in noninvasive interrogation environments; (3) analytical
techniques and instrumentation used in determining the origin and
transit route of nuclear materials; and (4) non-radioactive alternatives
or techniques to replace radioactive sources in commercial applications.
Phase I awards of up to $150,000 for a project period of up to six
months may be made. Proposers must qualify as small businesses for
research or R&D purposes; joint ventures and limited partnerships are

Department of Housing and Urban Development (HUD) 
HUD recently published its FY 2008 SuperNOFA, making available
approximately $1.02 billion in federal financial assistance through 36
programs. In addition to the Rural Housing and Economic Development
program already synopsized in the May 7 issue of the SSTI Funding
Supplement, two programs of possible interest are highlighted below.

*	Historically Black Colleges and Universities (HBCU) Program.
This program seeks to enable HBCUs to expand their role and
effectiveness in addressing community development needs in their
localities, including neighborhood revitalization, housing, and economic
development, principally for persons of low- and moderate-income.
Approximately $9 million is expected to be available for grants having a
project period of up to three years. Awards of up to $700,000 may be
made. Eligible are colleges and universities that meet the definition of
Historically Black Colleges and Universities, as determined by the
Department of Education. 
*	Tribal Colleges and Universities (TCU) Program. This program
seeks to enable TCUs to build, expand, renovate and equip their own
facilities, and to expand the role of the TCUs into the community,
through the provision of needed services such as health programs, job
training and economic development activities. Approximately $5 million
is expected to be available for grants having a project period of up to
three years. Awards of up to $750,000 may be made. Eligible are Tribal
Colleges and Universities that meet the definition of a TCU established
in Title III of the 1998 Amendments to the Higher Education Act of 1965.


 

NASA
NASA is seeking partners to participate in developing a proposal
addressing the goals and objectives of its Advanced Component
Technologies program. The goals of this program are to research, develop
and demonstrate component- and subsystem-level technology developments
that (1) reduce the risk, cost, size, volume, mass, and development time
of Earth observing instrument and platforms and (2) enable new Earth
observation measurements. Eligibility is unrestricted. Responses are due

NASA is requesting information regarding cryogenically cooled dome
structures. The domes will be used as propellant tank surface simulators
in two Thermal Development tests planned for the closed compartments in
the Ares I Crew Launch Vehicle Upper Stage. It is expected that the
propellant tank surface simulators will be predominantly constructed of
aluminum plate, tubing and seamless pipe. Specific information about
suppliers' ability to hold tolerances as related to surface geometry are
of interest. No awards will be made for responses, which are due July 3,

Sciences program. This program supports scientific research directed at
advancing understanding of innovation and organizational phenomena.
Levels of analysis may include, but are not limited to, individuals,
groups and/or institutional arrangements. Disciplinary perspectives may
include, but are not limited to, organization theory, organizational
behavior, organizational sociology, social and industrial psychology,
public administration, computer and information sciences, complexity

NSF is soliciting proposals for the Arctic System Science Program. This
program supports research aimed at understanding changing seasonality in
the arctic system. Interdisciplinary proposals are sought that employ
field studies, retrospective investigation, modeling, or synthesis to
explore how changes in succession affect the linkages between, and
feedbacks among, components and processes of the arctic system, thus
altering the characteristics and functioning of the system as a whole.
Up to $10 million is expected to be available for 10-20 grants. Eligible
are U.S. colleges and universities; nonprofit, non-academic
organizations, including independent museums, observatories, research
labs, professional societies and similar organizations in the U.S.
associated with educational or research activities; and other federal
agencies and Federally Funded Research and Development Centers. For

New F&A Schedule (Pending Federal approval)

 

Effective April 1, 2008, all newly submitted proposals must include the
correct F&A rate(s) for the appropriate year(s), including multi-year
proposals. The Clemson F&A agreement, effective March 5, 2007, includes
an increase of one-half percent each year for the next two years for
On-campus Organized Research. The negotiated rate for FY 07/08 is 47.5%,
FY 08/09 is 48%, and FY 09/10 is 48.5%. The 48.5% rate should be used
for fiscal years after FY10 until we have a new rate agreement.
