FY 2008 NASA Research Announcement-Global Climate Change Education

 

The National Aeronautics and Space Administration (NASA) Office of 

Education, in cooperation with NASA's Science Mission Directorate, is 

accepting proposals in response to the NASA Research Announcement 

(NRA): Global Climate Change Education. The Global Climate Change 

Education project is designed to improve the quality of global 

climate change and Earth system science education at the elementary, 

secondary, and undergraduate levels.  Each funded proposal is 

expected to take advantage of NASA's unique contributions in climate 

science to enhance students' academic experiences and/or to improve 

educators' abilities to engage and stimulate their students.

 

Proposals will be accepted from educational institutions or other 

nonprofit organizations. NASA Centers, Federal Agencies, Federally 

Funded Research and Development Centers, education-related companies 

and other institutions may apply through partnership with the lead 

organization.

 

Review the NRA for detailed eligibility requirements and proposal 

limitations. Proposers must submit a Notice of Intent to propose by 

August 29, 2008.  Full proposals are due no later than October 24, 2008.

It has been over a year since the SSTI Weekly Funding Supplement became
a members-only publication. We hope our membership finds great value in
the publication for yourself and your constituents. It has been brought
to our attention that some of our members are not following the
redistribution guidelines. Please read the guidelines below and, if
needed, take the necessary steps to regain compliance. If your
organization is not in compliance, SSTI will discontinue your Funding
Supplement subscription. 

The following guidelines apply: 

*	Under no circumstances should the Funding Supplement be placed

Federal Funding Opportunities

Department of Agriculture
The Cooperative State Research, Education, and Extension Service invites
science-based small business firms to submit applications for its FY
2009 Small Business Innovation Research (SBIR) Program. Applications are
sought in 12 topic areas: (1) forests and related resources; (2) plant
production and protection - biology; (3) animal production and
protection; (4) air, water and soils; (5) food science and nutrition;
(6) rural development; (7) aquaculture; (8) biofuels and biobased
products; (9) marketing and trade; (10) animal manure management; (11)
small and mid-size farms; and (12) plant production and protection -
engineering. Approximately $20.4 million is expected to be available for
Phase I awards of up to $80,000. These awards will normally have a
project period of up to eight months; however, longer grant periods of
up to 20 months may be considered. Applications are due Sept. 4, 2008.

Department of Defense (DoD)
The Department of the Air Force is seeking sources capable of software
development, maintenance and evolution for the DoD Mission Planning
Enterprise, which encompasses partnering organizations in the U.S. Air
Force, Army, Navy and Special Operations Command. Mission planning
systems provide warfighters with the tools to plan missions and transfer
required data to the aircraft avionics. The scope of the potential
contract includes future mission planning software development,
maintenance and integration potentially for the next 10 years. No awards

The Air Force is soliciting white papers proposing to develop novel
sensor or sensing system concepts for the detection of undesired
material state within aircraft structures. Sensing systems for metallic,
composite and hybrid structures are necessary to support advanced

prognostic concepts. Approximately $5 million over fiscal years 2008-12

The Air Force continues to solicit proposals for its Sensor Technology
Research, Development, Test and Evaluation Open-Ended Broad Agency
Announcement. This five-year open-ended solicitation spans the three
major technology thrust areas of automatic target recognition,
electro-optics/infrared, and radio frequency. The most recent call for
proposals focuses on electronic warfare battle management, which
addresses the warfighter's need to effectively manage and coordinate
multiple sensors and platforms in order to realize a system of systems
electronic attack, electronic support, and electronic protection for a
2020 operational capability. Approximately $8.9 million over fiscal
years 2008-11 is expected to be available for one contract award having

The Air Force continues to solicit proposals for the Advanced
Development of Optically Hardened Materials program. This five-year
open-ended program seeks to advance the state of the art of hardening of
sensor materials operating in the visible through long-wave infrared
spectrum. The most recent call for proposals focuses on
visible/near-infrared (Vis/NIR) detector hardening technology, with the
goal of characterizing laser effects, understanding the origins of these
effects, modeling the electrical and optical performance, and applying
lessons learned to the design and fabrication of intrinsically hardened
Vis/NIR detectors. Approximately $2.6 million over fiscal years 2009-13
is expected to be available for one award. Eligibility is unrestricted.

The Army is soliciting proposals for radio frequency (RF) technology
solutions to detect and locate improvised explosive device threats. In
particular, for Phase 1, the Army is seeking prototype, technically
mature RF technology to participate in an experiment in a relevant
environment. The technology must either be capable of performing on the
move (at least 8 mph) or have size, weight and power characteristics
that would allow it to operate as a handheld unit. Proposals selected
for funding for Phase I will be awarded a cooperative agreement.
Eligible are degree-granting universities, nonprofit organizations or
industrial concerns. This solicitation will remain open for three years.
Proposals may be submitted at any time during the open period; however,

Effective April 1, 2008, all newly submitted proposals must include the
correct F&A rate(s) for the appropriate year(s), including multi-year
proposals. The Clemson F&A agreement, effective March 5, 2007, includes
