The Committee for TCRP Project J-7, the synthesis studies, met on May
15, 2008 and selected 6 primary topics for study. The titles and topic
numbers for the 6 primary topics are shown below, and the scopes can be
found on our website at:

http://www.trb.org/Studies/Synthesis/SynthesesTCRPNew.asp

Topic Panels are being formed to further develop the scope of study and
to oversee the technical content of these studies. Nominees should be
knowledgeable in the topic and willing to serve on a panel that will
meet twice and provide intensive review of materials developed by the
consultant. Travel costs will be paid by TCRP.

Recommendations for topic panel members may be made by sending an email
indicating the topic of interest and a resume to Ms. Donna Vlasak
(dvlasak at nas.edu) by August 15, 2008.

Dear Science & Technology Colleague,

Important updates have been posted to the official web site for the
Office of Naval Research (ONR) 2008 Naval Science & Technology
Partnership Conference at the Marriott Wardman Park Hotel in Washington,
DC, 12-14 August.

This year's conference places a very high emphasis on direct access to
ONR Program Officers. We will be using ONR's new online appointment
request feature called "Pitch a Principal". This has been developed to
encourage participants to submit advance requests to discuss particular
ideas with or pose specific questions to an ONR Program Officer, to
learn how to do business with ONR, or to join the ONR team. Click here
to learn more:

You can also reserve a booth in the Exhibit Hall for your organization.

Check the ONR web site often for more updates . Early bird registration
ends 13 July! http://www.onr.navy.mil <http://www.onr.navy.mil/>

New F&A Schedule (Pending Federal approval)

Effective April 1, 2008, all newly submitted proposals must include the
correct F&A rate(s) for the appropriate year(s), including multi-year
proposals. The Clemson F&A agreement, effective March 5, 2007, includes
an increase of one-half percent each year for the next two years for
On-campus Organized Research. The negotiated rate for FY 07/08 is 47.5%,
FY 08/09 is 48%, and FY 09/10 is 48.5%. The 48.5% rate should be used
for fiscal years after FY10 until we have a new rate agreement.

New Fringe Rates
Faculty - 27.9%
Staff & Post-Docs - 32.8%
Students - 6.2%
Part-time & Retired - 20.8%
