The Fiscal Year 2008 (FY08) Defense Appropriations Act provides $10

million to the Department of Defense Ovarian Cancer Research Program

(OCRP) to support innovative research to eradicate Ovarian Cancer. This

program is administered by the U.S. Army Medical Research and Materiel

Command through the Office of the Congressionally Directed Medical

Research Programs (CDMRP). A summary of OCRP funding opportunities is

provided below.  Detailed descriptions of each of the funding

mechanisms, evaluation criteria, and submission requirements can be

found in the FY08 OCRP Program Announcements. Each Program Announcement

is available electronically for downloading from the Grants.gov website

Federal Funding Opportunities 

Department of Agriculture 
The Cooperative State Research, Education, and Extension Service invites
applications for FY 2008 funding to support potato research that focuses
on varietal development or testing and whose output will be or include
potato varieties. The solicitation describes varietal development or
testing as research that uses traditional and biotechnological genetics
to develop improved potato variety. Aspects of evaluation, screening and
testing must support or complement the development of improved
varieties. Approximately $1.1 million is expected to be available for
4-5 awards having a one-year project period. Applications may be
submitted by state agricultural experiment stations; land-grant colleges
and universities, or research foundations established by such; colleges
and universities receiving funds under the Act of Oct. 10, 1962, as
amended; and accredited schools or colleges of veterinary medicine.

Department of Commerce 
The National Oceanic and Atmospheric Administration is soliciting
proposals for its Atlantic Sea Scallop Research Set-Aside Program. This
program provides a mechanism to fund research through the sale of fish
harvested under a research set-aside quota. The set-asides are to be
used for sea scallop research endeavors. For fishing year 2008, the
total value of the set-asides is approximately $6.3 million. Eligible
are institutions of higher education, hospitals, other nonprofits,
commercial organizations, individuals, and state, local and Native

Department of Defense 
The Defense Advanced Research Projects Agency is soliciting proposals
for R&D in spin-torque transfer random access memory technologies. This
program is aimed at developing the core technology for exploiting
spin-torque transfer and related phenomena for producing large-scale
memories. Multiple awards are anticipated. Eligibility is unrestricted.
Proposals may be submitted at any time until Feb. 25, 2009; however,
they are due April 11, 2008, for the initial evaluation phase. For more

The Department of the Air Force continues to solicit white papers
proposing to develop concepts and technologies that will enable the
Space Innovation and Development Center to meet warfighter space needs.
Technologies are sought to provide the best possible space capabilities

awards having a project period of up to two years are anticipated.

The Air Force is requesting information from U.S. industry regarding
project plans and overall feasibility of designing, fabricating and
flying a full-scale, aero-structural technology demonstrator of an
advanced, long-range transport concept in approximately three years. The
purpose of this notice is to identify potential flight demonstrator
options and feasible program plans that will rapidly accelerate
technology readiness level growth of advanced transport system concepts
and/or critical component technologies without being constrained by a
formal acquisition program or requirement. No awards will be made for

The Department of the Army continues to solicit proposals for the
Ovarian Cancer Research Program. This solicitation specifically
announces support for the program's Career Development Award, which is
intended to support research training opportunities for investigators
wishing to pursue an independent career in ovarian cancer research.
Principal investigators may be research- or physician-scientists at
either the postdoctoral or early-career level. A designated mentor is
required. Approximately $3.3 million of the program's $10 million FY
2008 appropriation is expected to be available for six career
development awards having a project period of up to three years.
Applicants may request up to $300,000 in direct costs, plus indirect
costs as appropriate, for postdoctoral fellow proposals or up to
$375,000 for early-career investigator proposals. Independent
investigators from academia, research institutions, industry, government
agencies, and private foundations are eligible to submit proposals.
Preapplications are due March 26, 2008; invited full proposals will be

The Army will be soliciting proposals to design and develop the
Excalibur 155mm Precision Engagement Projectile. This program consists
of two phases that, together, may have a project period of up to three
years. Phase I contract awards of up to $21 million for a six-month

The Army will be soliciting proposals to develop ultra-compact,
stackable, high-power, solid-state radio frequency (RF)
transmitters/sources. Such transmitters/sources must be capable of (1)
delivering a minimum peak output power of 20kW in the UHF frequency
range and (2) providing a tunable pulsed RF output and matched to 50
Ohms. One contract award having a seven-month project period is

The Army will be soliciting proposals for a nondevelopmental
ground-engaging milling/tilling/grinding system. This system should be
able to neutralize both antitank and antipersonnel landmines via
physical destruction and/or detonation. One contract award having a

The Army continues to seek sources for R&D in interceptor technologies
and defense infrastructure technologies. This solicitation highlights 18
areas of interest. The Army contracts with educational institutions,
nonprofit organizations and private industry for research in such areas.
Awards ranging from $100,000 to $30 million for a base period of up to
three years may result from full proposals. In addition, four options
may be exercised for a total contract value of up to $75 million over
five years. For the purposes of this notice, only concept papers are

The Department of the Navy is soliciting proposals for its M2C2 (Mobile
Modular Command and Control) Advanced Prototype program. The goal of
this program is to explore innovative concepts based on new and existing
technologies that can be adapted and integrated into an advanced M2C2
prototype to deliver leading-edge capabilities, helping the Marine Corps
further define its emerging C2 On-The-Move concept. Up to $5 million is
expected to be available for one prototype integration, technology
insertion and demonstration contract award having a two-year project
period. Two enabling technology development contract awards of up to
$500,000 each for a project period of up 12-15 months also may be made.

The Navy is requesting information regarding technologies or systems
relating to the design, production, and repair/overhaul of
single-reduction right-angle-drive gearboxes that may be integrated into
the Landing Craft, Air Cushion transmission system. The gearboxes are
sought, in part, to reduce the engine output shaft speed by a factor of
2.76, such that the maximum gearbox output drive shaft speed does not
exceed 5,833 RPM. No awards will be made for responses, which are due

The Navy will be soliciting proposals to develop and produce optical
techniques that are the subject of certain key research projects at the
Naval Research Laboratory in Washington D.C. The work involved in these
projects will, in part, include development of detection algorithms and

provide for the design and construction of electronic circuitry for
control of optical systems. One contract award having a project period

Combating Terrorism Technology Support Office. The office's mission

Department of Energy (DOE) 
DOE invites applications for research addressing multiscale mathematics
and optimization for complex natural and engineered systems. This
funding opportunity seeks to develop (1) mathematical tools for
modeling, analysis and simulation of multiscale phenomena, including
those associated with complex multiphysics systems or hybrid
discrete-continuum models, and (2) techniques for formulating, analyzing
and solving challenging optimization problems arising in complex natural
and engineered systems. Up to $5 million in FY 2008 funding is expected
to be available for awards having a project period of up to three years.
All types of domestic entities are eligible to apply, except other
federal agencies, Federally Funded Research and Development Center
contractors, and nonprofit organizations described in section 501(c)(4)
of the Internal Revenue Code of 1986 that engaged in lobbying activities

The National Institute of Allergy and Infectious Diseases invites U01
applications for research projects that will lead to the development of
new vaccines, adjuvants, therapeutics, immunotherapeutics or medical
diagnostics focused on NIAID Category A, B or C priority pathogens and
toxins. A key component of this initiative is the formation of
collaborative partnerships between academic researchers from different
disciplines or with industry. Approximately $26 million in FY 2009
funding is expected to be available for 15-20 grants having a project
period of up to five years. The annual direct costs that can be
requested are not limited but must be justified by the proposed
research. Applicants may request up to $300,000 in first-year costs for
major equipment to ensure that research aims can be met and biohazards

The National Cancer Institute (NCI) invites R01 applications for its
Tumor Stem Cells in Cancer Biology, Prevention, and Therapy program.
This program is intended to support multidisciplinary integrative and
collaborative research on all aspects of tumor stem cell biology, with a
strong emphasis on translational research. The goal is the translation
of basic research findings into clinical practice in the context of both
hematological and solid tumor malignancies. Therefore, applications must
involve appropriate and substantive collaborative arrangements between
basic and translational researchers providing, respectively, expertise
in the biology of tumor stem cells and in translation of basic research
findings into clinical practice. Approximately $2.7 million is expected
to be available annually to support 5-6 awards having a project period

academic centers for advanced genome research. Each program grant
supports a multi-investigator, interdisciplinary team to develop
innovative genomic approaches to address a particular biological

Department of Labor 
The Employment and Training Administration is soliciting preliminary
proposals for the Science, Technology, Engineering, and Mathematics
(STEM) Opportunities in the Workforce System Initiative. This initiative
seeks to expand and align current and new STEM workforce education and
training strategies, activities and resources in One Stop Career Centers
to promote, attract and prepare disadvantaged youth and dislocated
workers for STEM careers, while enhancing the competitive position of
local and regional employers. Approximately 5-7 grants ranging from $1.5
million to $2 million for a project period of up to three years may be
made. The grants will be awarded to individual workforce investment
boards (WIBs) representing a regional consortium of WIBs. A WIB must
submit an application on behalf of a specific, defined multi-county
economic region comprised of various workforce investment areas that
make up the consortium. Joint applications for regions that cross state

highlights nine areas for R&D by small business concerns, including

water and water monitoring; water infrastructure rehabilitation;
monitoring and control of air pollution; biofuels and vehicle emissions
reduction; waste management and monitoring; and homeland security.
Approximately 25 Phase I contract awards of up to $70,000 for a

NASA 
NASA continues to solicit proposals for its Research Opportunities in
Aeronautics - 2007 program. This program is designed to address air
traffic management research needs, safety challenges of new and legacy
vehicles, aeronautics test facilities, and other areas of interest. The
agency recently amended the program solicitation to allow for Subsonic
Rotary Wing project proposals, specifically. The goal of the Subsonic
Rotary Wing project is to develop validated physics-based
multidisciplinary design and analysis tools for rotorcraft, integrated
with technology development, to enable rotorcraft with advanced
capabilities to fly as designed for any mission. Approximately $1.5
million is expected to be available for the first year of five awards
having a project period of up to three years. Eligibility is open to all
categories of organizations, except for other government agencies,
Federally Funded Research and Development Centers, and NASA centers.

surface thermal control system. The purpose of this study is to
investigate candidate propellant storage/thermal control systems for a
Lunar Lander ascent module that would minimize the mass of boiloff loss
and the overall mass of the hardware required to implement the system.

innovations, and conduct research on STEM teaching and learning.
Approximately $35.8 million in FY 2009 funding is expected to be
available for 90-100 Phase I grants having a project period of 1-3
years. Awards of up to $200,000 may be made. No eligibility limits are

This program invests in projects that develop and implement informal
learning experiences designed to increase interest, engagement and

or professionals whose work directly affects informal STEM learning.
Approximately $25 million in FY 2009 funding is expected to be available
for 50 grants. Project grants may range from $100,000 to $3 million for
a project period of 1-5 years. Planning grants of up to $75,000 may be
made for a project period of up two years. Conference, symposia and
workshop grants and grant supplements also may be made. Only U.S.
