Federal Funding Opportunities 

Department of Agriculture 
The Cooperative State Research, Education, and Extension Service invites
applications for the 1890 Facilities Grant Program. This program
provides awards for the acquisition and improvement of agricultural and
food sciences facilities and equipment, including libraries, so that the
1890 land-grant institutions may participate fully in the production of
human capital in the food and agricultural sciences. Approximately $16.6
million in FY 2008 funding is expected to be available for awards. Only
the aforementioned institutions are eligible to submit applications,

The Rural Business-Cooperative Service invites applications for the
Rural Economic Development Loan and Grant program. The primary objective
of this program is to promote rural economic development and job
creation projects. Assistance provided to rural areas, as defined under
the program, may include business start-up costs, business expansion,
business incubators, technical assistance feasibility studies, advanced
telecommunications services and computer networks for projects involving
medical, educational, and job training services and community facilities
for economic development. For FY 2008, approximately $33.1 million is
available for loans of up to $740,000. Loan recipients are required to
provide supplemental funds of at least 20 percent of their loan. Any
entity that is identified by USDA Rural Development as an eligible
borrower under the Rural Electrification Act is eligible to apply for
assistance; such entities should contact a Rural Development State
Office for application materials. Applications may be submitted by
either of two remaining deadlines in 2008, March 31 or June 30. For more

The Rural Business-Cooperative Service also invites applications for the
Rural Business Opportunity Grant program, which seeks to improve the
economic conditions of rural areas by providing technical assistance for
business development and economic development planning. Approximately
$2.6 million in FY 2008 funding is available for 51 grants. To ensure
that a broad range of communities have the opportunity to benefit from
the program, no grant will exceed $50,000 unless it is a multi-state
project, in which case funds may not exceed $150,000. These limits do
not apply to specified funding for Native American, Empowerment Zones,
Enterprise Communities, and Rural Economic Area Partnerships.

Department of Commerce (DOC) 
DOC invites applications for its Postsecondary Internship Program. This
program is intended to aid and promote experiential training activities
that foster future employment opportunities within DOC and the federal
government in general. American citizens enrolled as students in
postsecondary accredited educational institutions will participate in
on-site work experiences in DOC bureaus and offices in order to
integrate academic theory and workplace requirements, gain relevant
skills and knowledge, explore federal career options, develop
professional networks, and develop a greater awareness of the role of
federal agencies. The program will be administered through a partnership
between DOC and nonprofit and/or educational institutions of higher
education and funded by cooperative agreements. Projections indicate
that up to $1 million may be available to support 25-100 interns.

NSF is soliciting proposals for the American Competitiveness in
Chemistry-Fellowship program. This program seeks to (1) build ties
between academic and industrial, and/or national laboratory, and/or
Chemistry Division-funded center researchers and (2) involve beginning
scientists in efforts to broaden participation in chemistry.
Approximately $1 million in FY 2008 funding is expected to be available
for five grants of $200,000 to support fellows for two years of
postgraduate study. Fellows receive $75,000 for a 12-month period,
including fringe benefits, and are allowed an additional $15,000 per
year for research expenses. The grantee institution receives $10,000 per
year in lieu of indirect costs. Eligible are U.S. colleges, universities
or nonprofit, nonacademic organizations with prospective fellows as the
principal investigators and individuals who either are unaffiliated or
affiliated with for-profit organizations, state or local governments or

Program. This program provides support for operations, technical
enhancements, scientific investigations and student training at
university-based radio facilities. A primary function of funded
University Radio Observatories is to provide focused research
environments that foster hands-on student access to state-of-the-art

funding is expected to be available for 5-9 grants. Awards are made for

study. Approximately $9 million in FY 2008 funding is expected to be
available for 40-50 awards, including 32-40 exploratory project grants
of up to $100,000 for a one-year project period and 8-10 expansion

RWJF invites applications for an initiative to advance the science of
continuous quality improvement (CQI). This initiative seeks, in part, to
develop methods, tools and standards for the design, conduct and
reporting of CQI research and evaluations, including standardized
typologies, definitions and measures of key concepts and consensus
statements. Approximately $1 million is expected to be available for
awards having a project period of up to three years. Applicants may
request a budget for total costs of up to $300,000. Projects costing
less over a shorter period (e.g., $50,000 over one year) will have a
higher likelihood of being funded than larger projects. Applicant
organizations must be based in the U.S. or its territories. Brief
