Department of Defense
The Defense Advanced Research Projects Agency (DARPA) is soliciting
innovative research proposals for the Reactive Material Structures
program. This program seeks to develop and demonstrate reactive material
structures that provide both (1) structural integrity and enthalpic
energy within the same material system and (2) the ability to rapidly
release that energy to produce a high intensity blast upon demand. The
program will be conducted in two phases consisting of research and
demonstration efforts totaling up to four years. Multiple awards are
anticipated. Eligibility is unrestricted. Proposals may be submitted at
any time until April 16, 2009; however, they are due June 3, 2008, for
the initial evaluation phase. For more information, visit:

Architecture-Aware Compiler Environment Program. The goal of this
program is to develop computationally efficient compilers that
incorporate learning and reasoning methods to drive compiler
optimizations for a broad spectrum of computing system configurations.
The program will be comprised of two types of teams - a development team
and a metrics and evaluation team - and will be conducted in three
phases. Multiple awards are anticipated. Eligibility is unrestricted.
Proposals may be submitted at any time until June 2, 2009; however, they
are due June 2, 2008, for the initial evaluation phase. For more

requesting information for its Epidemic Outbreak Surveillance program.
This program addresses the need for a comprehensive diagnostic and
informatics surveillance system that uses state-of-the-art technology to
identify both natural and hostile biological pathogens in near real-time
to provide critical decision support to a wide and relevant audience.
The information requested will be used by the Air Force Medical Service
to facilitate decision-making. No awards will be made for responses,
which are due April 30, 2008. For more information, visit:

for its Third Generation Reusable Boost (3GRB) program. One of the goals
of this program is to develop a 3GRB vision engine that uses novel
technologies or cycles and traces to the Integrated High Payoff Rocket
Propulsion Technology program (IHPRT) goals. Specifically, the program
calls for a liquid rocket engine system that produces a percent
improvement over the IHPRPT hydrocarbon boost baseline engine.
Approximately $11.25 million is expected to be available for three
contract awards having a five-year ordering period. Each contract will
provide a minimum guaranteed amount of $200,000 of work to be
accomplished during its lifetime. Eligibility is unrestricted. Proposals
will be due 45 days after a full solicitation has been released.
Responses to the draft solicitation are due April 25, 2008. For more

emerging ISR technologies from the R&D military marketplace and
commercial marketplace and inserting them sustainably onto battlefields.
The most recent call for proposals focuses on imaging sensor systems,
broad area surveillance, and sensor fusion and is a small business
set-aside. Approximately $7.9 million is expected to be available for
awards having a two-year project period. Awards of at least $200,000 are
anticipated. Eligibility is unrestricted. Proposals are due May 19,

soliciting proposals for its Munitions Metal Parts Manufacturing
program. This program is intended to support new materials, new and
novel manufacturing and processing technology, advancements in modeling
and simulation, advanced design methodologies, and new technologies for
sustainment, systems health monitoring, and supply chain management in
support of the ammunition and associated systems. Additionally, efforts
that internalize manufacturing science in an integrated data environment
to address any of the above areas of interest are strongly encouraged.
Proposals are sought from educational institutions, nonprofit
organizations and commercial organizations. White papers are due May 8,

to identify trends in the advancement of certain technologies that may
justify the Navy selecting them as enabling capabilities prior to the
issuance of new broad agency announcements in these areas, beginning in
fiscal year 2011. Of particular interest would be (1) those specific
areas in which industry leaders are expending their own R&D funds in the
expectation of technological advancement and (2) recent breakthroughs or
significant improvements in Code 35's areas of responsibility, of which
the Navy may not already be cognizant. Responses should offer insights

of future Joint EOD UGVs. The effort will culminate with the delivery of
a prototype that is expected to have a technological maturity of at
least Technology Readiness Level 6. Approximately $750,000 is expected

Research on Women's Health invite R21/R33 applications for the
Microbicide Innovation Program. This program is designed to support
novel, high-risk and under-explored strategies in the field of topical
microbicides, ultimately to facilitate the design and development of
technology or methodology that can advance the field as a whole.
Approximately $2 million in FY 2009 funding is expected to be available
for 10-15 grants having a project period of up to five years. Support
for the R21 feasibility phase cannot exceed two years and is limited to

National Science Foundation (NSF)
NSF is soliciting proposals for the Faculty Early Career Development
Program. This program offers the agency's most prestigious awards in
support of junior faculty who exemplify the role of teacher-scholars
through outstanding research, excellent education and the integration of
education and research within the context of the mission of their
organizations. Such activities should build a firm foundation for a
lifetime of leadership in integrating education and research. Women,
members of underrepresented minority groups, and persons with
disabilities are especially encouraged to apply. Approximately $80
million is expected to be available annually to support 425 awards per
year. Awards of up to $400,000 for a five-year project period will be
made; however, proposers to the Biological Sciences Directorate must
submit budget requests for at least $500,000 for the five-year duration.
Eligible are academic institutions in the U.S., its territories or
possessions, and the Commonwealth of Puerto Rico, that award degrees in
a field supported by NSF. Nonprofit, non-degree-granting organizations
such as museums, observatories or research labs also may be eligible to
submit proposals, if the eligibility requirements of the principal
investigator's position are satisfied. Proposal deadlines for 2008
projects range from July 22 to July 24 of 2008. For more information,

invites U.S. colleges and universities to submit proposals for FY 2009
funding to support International Materials Institutes. These institutes
advance fundamental materials research by coordinating international
research and education projects involving condensed matter and materials
physics; solid state and materials chemistry; and the design, synthesis,
characterization and processing of materials to meet global and regional
needs. The goal is to enhance international collaboration between U.S.
researchers and educators and their counterparts worldwide. Institutes
must be university-based and provide a research environment that will
attract leading scientists and engineers. Up to $5 million is expected
to be available for 4-8 continuing grants ranging from $600,000 to $1.2
million per year. Awards will be made for an initial period of up to
five years. Funding for the fifth year will be contingent upon the
outcome of a comprehensive review during the fourth year. Proposals are
due July 15, 2008. For more information, visit:
http://www.nsf.gov/publications/pub_summ.jsp?ods_key=nsf08558

<http://www.nsf.gov/publications/pub_summ.jsp?ods_key=nsf08558> NSF is
soliciting proposals for the Cluster Exploratory program. Through this
program, NSF-funded researchers will use software and services running
on a Google-IBM cluster to explore innovative research ideas in
data-intensive computing. Proposals funded are expected to cover a range
of activities that first lead to advances in computing research, but
that also explore the potential of this computing paradigm to contribute
to science and engineering research and to applications that promise
benefit to society as a whole. Approximately $5 million is expected to
be available for 10-15 grants having a project period of up to two
years. Projects funded will have cumulative budgets of up to $500,000.
Eligible are U.S. colleges and universities and nonprofit, nonacademic
